| For the purpose of satisfying the needs of textile enterprises for cotton use, upon deliberation, it is decided to issue a certain quantity of import quotas of preferential tariff rates beyond tariff quotas for cotton (hereinafter referred to as “sliding duty quotas for imported cotton”) this year. The available quotas, application conditions and other relevant matters are hereby issued as follows: | | 为保障纺织企业用棉需要，经研究决定，今年发放一定数量的棉花关税配额外优惠关税税率进口配额（简称棉花进口滑准税配额）。现将配额数量、申领条件等有关事项公布如下。 |
| I. Available Quotas | | 一、配额数量 |
| The sliding duty quotas for imported cotton granted this time is 800,000 tons, all of which are non-state-run trade quotas. | | 本次棉花进口滑准税配额数量为80万吨，全部为非国营贸易配额。 |
| II. Application Conditions | | 二、申领条件 |
| An applicant for a sliding duty quota for imported cotton in 2019 shall meet the following basic conditions: having been registered with the industrial and commercial administration before April 1, 2019; having good financial status and tax payment records and having good faith; having no record of violation of any law or regulation in customs matters since 2017; being not included in the punishable blacklist on the website of “Credit China.” | | 2019年棉花进口滑准税配额申请者基本条件为：2019年4月1日前在工商管理部门登记注册；具有良好的财务状况、纳税记录和诚信情况；2017年以来在海关等方面无违法违规记录；未列入“信用中国”网站受惩黑名单。 |
| On the premise of meeting the aforesaid conditions, the applicant must also be a cotton spinning enterprise with 50,000 self-owned spindles or more. | | 在具备上述条件的前提下，申请者还必须为纺纱设备（自有）5万锭及以上的棉纺企业。 |
