| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 [Purpose of Formulation] For purposes of promoting the standardized and institutionalized management of national regional planning, strengthening the implementation and management of national regional planning formulation, implementing the overall regional development strategies, and promoting coordinated regional development and sustainable development, these Measures are hereby formulated. | | 第一条 【制定目的】 为推进国家级区域规划管理工作规范化、制度化，加强国家级区域规划编制实施管理，落实区域发展总体战略，促进区域协调发展、可持续发展，特制定本办法。 |
| Article 2 [Scope of Application] For the purpose of these Measures, national regional planning means the plans formulated for economic and social development in specific regions, the detailed implementation of overall national plans and major national strategies in specific regions, as well as the important basis for the development of specific regions under the guidance of the state, the formulation of relevant policies, and the formulation of overall planning and specialized planning of the provinces (autonomous regions and municipalities directly under the Central Government) within the region. | | 第二条 【适用范围】 本办法所称国家级区域规划是指以特定区域经济社会发展为对象编制的规划，是国家总体规划、重大国家战略在特定区域的细化落实，是国家指导特定区域发展、制定相关政策以及编制区域内省（自治区、直辖市）总体规划、专项规划的重要依据。 |
| Article 3 [Planning Area] The planning areas under national regional planning include: | | 第三条 【规划区域】 国家级区域规划的规划区域包括： |
| 1. specific regions of administrative districts across different provinces (autonomous regions or municipalities directly under the Central Government) | | （一）跨省（自治区、直辖市）级行政区的特定区域； |
| 2. key areas determined by such national planning as overall planning of the state and planning of the main functional areas; and | | （二）国家总体规划和主体功能区规划等国家层面规划确定的重点地区； |
| 3. specific regions assuming the major strategic tasks of the state for reform and development. | | （三）承担国家重大改革发展战略任务的特定区域。 |
| Article 4 [Planning Duration] The planning duration of national regional planning shall be reasonably determined according to the regional characteristics and development needs of the planning, and shall, in principle, not be less than five years. | | 第四条 【规划期限】 国家级区域规划的规划期，根据规划区域特点和发展需要合理确定，原则上不少于五年。 |
| Article 5 [Administrative Authority] The development and reform department of the State Council shall be responsible for the organization and coordination of national regional planning. | | 第五条 【管理主体】 国务院发展改革部门负责国家级区域规划的组织协调。 |
| Chapter II Project Initiation Management | | 第二章 立项管理 |
| Article 6 [Basic Requirements] The development and reform department of the State Council shall, according to the overall strategies of regional development and the needs of economic and social development, reasonably determine the sequence and scale for the formulation of national regional planning, strictly control the number of national regional plans formulated, and strictly follow the project initiation procedures. | | 第六条 【基本要求】 国务院发展改革部门根据区域发展总体战略和经济社会发展需要，合理确定国家级区域规划的编制时序和规模，从严控制国家级区域规划的编制数量，严格履行立项程序。 |
| Article 7 [Plan for Approval] National regional planning shall be included in the management of the annual plans for approval. The development and reform department of the State Council shall, at the beginning of each year, report the information on the implementation of the approved plan on national regional planning of the previous year to the State Council, concurrently offer the plan for approval on national regional planning of this year planned to be submitted to the State Council for approval, and submit it to the State Council for approval before implementation and notify relevant departments. | | 第七条 【审批计划】 国家级区域规划应当列入年度审批计划管理。国务院发展改革部门应当于每年年初向国务院报告上年度国家级区域规划审批计划执行情况，同时提出本年度拟上报国务院审批的国家级区域规划审批计划，报国务院批准后执行并通报有关部门。 |
| For national regional planning to be formulated but not included into the annual plan for approval according to the changes in the situation, the development and reform department of the State Council shall file a separate request for instructions with the State Council and include it into the annual plan for approval as supplement. | | 根据形势变化需要编制未列入年度审批计划的国家级区域规划，国务院发展改革部门应当单独请示国务院，补充列入年度审批计划。 |
| Article 8 [Plan Management] National regional planning included into the annual plan for approval shall be formulated within the planning year and be submitted to a higher authority for approval. If a planning is unable to be formulated as scheduled and therefore unable to be submitted for approval as scheduled, the development and reform department of the State Council shall report the reasons in writing to the State Council. A planning under special circumstances shall be carried forward to a next year. | | 第八条 【计划管理】 列入年度审批计划的国家级区域规划应当在计划年度完成编制并按程序报批，如不能按时编制并上报，国务院发展改革部门应当向国务院书面报告原因，特殊情况结转到下一年度。 |
