| In recent years, for purposes of thoroughly implementing the relevant requirements of the CPC Central Committee and the State Council for accelerating the building of ecological civilization and promoting the policies and measures for resolving overcapacity in the coal sector, all local people's governments have organized the closure of coal mines involving various types of reserves and cutting of overcapacity. In accordance with the requirements of the State Council for the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services,” in order to effectively conduct the aforesaid work on the policy-based closure of mines and the cancellation of mining permits, you are hereby notified of relevant matters as follows: | | 近年来，为深入贯彻党中央、国务院加快推进生态文明建设相关要求和化解煤炭行业过剩产能政策措施，各地方人民政府组织开展了对涉及各类保护区和去产能煤矿矿山关闭退出工作。根据国务院“放管服”改革要求，为做好以上政策性关闭矿山采矿许可证注销工作，现将有关事项函告如下： |
I. A local people's government (or department) at or above the county level which makes a decision to shut down a mine shall specify the responsible entity fulfilling the ecological restoration obligation and other statutory obligations after the mine is shut down; where no responsible entity is specified, the local people's government shall be responsible for the remaining ecological restoration of the mine and other relevant issues.
