In December 2008, the Ministry of Commerce, the National Bureau of Statistics and the State Administration of Foreign Exchange jointly issued the Statistical System of Foreign Direct Investment (No.5298 [2008] of the Ministry of Commerce) for the whole industry. As prescribed in this System, the dynamics of China's foreign direct investment are reflected in real-time through quarterly journals. With the expanding scale of China's foreign direct investment, the foreign direct investment statistics have received widespread concern throughout the society. While quarterly journals are becoming unable to meet the requirements of business development and relevant administrative departments, therefore, the Foreign Direct Investment Quarterly Statistics Journals (FDIJ) as prescribed in the Statistical System of Foreign Direct Investment shall, upon the approval of the National Bureau of Statistics, be adjusted to monthly journals from January 1, 2010 and released within 10 days after the end of each month on the Internet. In addition, the Ministry of Commerce will release the foreign direct investment statistics of each province, municipality directly under the Central Government and autonomous region on a monthly basis on its web portal. The quality of statistical work of the monthly journals will be an essential component in the appraisal of annual advanced entities and individuals of statistical work. All relevant entities are required to attach great importance to and comply with this Notice upon receipt thereof, and arrange statisticians and persons in charge of statistical work to ensure the smooth implementation of the monthly journals of Foreign Direct Investment Statistics throughout the country in 2010.

2008年12月，商务部、国家统计局、国家外汇管理局共同下发了全行业的《对外直接投资统计制度》（商合发[2008]5298号），制度规定通过季度报表实时地反映我国对外直接投资动态情况。随着我国对外直接投资规模的不断扩大，对外直接投资统计数据得到了社会各界的普遍关注，季度报表已无法满足业务发展和有关部门管理的需要，为此，经商国家统计局同意，自2010年1月1日起，将《对外直接投资统计制度》中的“对外直接投资统计季度快报表（FDIJ表）”的报表期别调整为月度快报表，并于月后10日前网上报送。此外，商务部将定期在门户网站发布月度省市区对外直接投资统计数据，统计月报工作将纳入考核年度统计先进单位和个人的重要内容。请有关单位接通知后务必高度重视，认真落实，进一步明确统计人员和统计负责人，保证2010年度全国对外直接投资统计月度快报工作的顺利进行。
