In May 2018, the State Council issued the Notice by the State Council of Effectively Replicating and Promoting the Fourth Group of Experience in the Reform Pilot Programs of Pilot Free Trade Zones (No. 12 [2018], State Council), which included “expanding the geographical scope of formation of partnership associations of Mainland and Hong Kong or Macao law firms” in the reform items to be replicated and promoted nationwide. On December 14, 2018, the Ministry of Commerce and the Hong Kong and Macao Special Administrative Region Governments revised the Agreement on Trade in Services under CEPA by exchanging texts, expanding the geographical scope of formation of partnership associations of Mainland and Hong Kong or Macao law firms to the whole country, which will come into force on March 1, 2019.
