| Measures for the Application for and Issuance of Residence Permits for Hong Kong, Macao and Taiwan Residents | | 港澳台居民居住证申领发放办法 |
| Article 1 These Measures are developed in accordance with the relevant provisions of the Interim Regulation on Residence Permits for the purposes of facilitating the work, study and life of Hong Kong, Macao and Taiwan residents in the Chinese mainland, and protecting the legitimate rights and interests of Hong Kong, Macao and Taiwan residents. | | 第一条 为便利港澳台居民在内地（大陆）工作、学习、生活，保障港澳台居民合法权益，根据《居住证暂行条例》的有关规定，制定本办法。 |
| Article 2 A Hong Kong, Macao or Taiwan resident who has lived in the Chinese mainland for half a year or longer may apply, on a voluntary basis, for a residence permit in accordance with the provisions of these Measures, provided that he or she has a legitimate and stable job, a legitimate and stable domicile, or continuous school attendance in the mainland. | | 第二条 港澳台居民前往内地（大陆）居住半年以上，符合有合法稳定就业、合法稳定住所、连续就读条件之一的，根据本人意愿，可以依照本办法的规定申请领取居住证。 |
| A Hong Kong, Macao or Taiwan resident under the age of 16 may apply for a residence permit via his or her guardian. | | 未满十六周岁的港澳台居民，可以由监护人代为申请领取居住证。 |
| Article 3 A residence permit for a Hong Kong, Macao or Taiwan resident shall contain the holder's name, gender, date of birth, residence address, citizen's identity number, photo, fingerprint information, term of validity of the permit, issuing authority, number of issuances, and the number of the entry-exit certificate for the Hong Kong, Macao or Taiwan resident. | | 第三条 港澳台居民居住证登载的内容包括：姓名、性别、出生日期、居住地住址、公民身份号码、本人相片、指纹信息、证件有效期限、签发机关、签发次数、港澳台居民出入境证件号码。 |
| Citizens' identity numbers shall be compiled by public security organs according to the national standards for citizens' identity numbers. The address code of the citizen's identity number of a Hong Kong resident is 810000, of a Macao resident is 820000, and of a Taiwan resident is 830000. | | 公民身份号码由公安机关按照公民身份号码国家标准编制。香港居民公民身份号码地址码使用810000，澳门居民公民身份号码地址码使用820000，台湾居民公民身份号码地址码使用830000。 |
| Article 4 The public security organs at all levels shall actively coordinate and cooperate with the departments of Hong Kong and Macao affairs, Taiwan affairs, development and reform, education, civil affairs, judicial administration, human resources and social security, housing and urban-rural development, transport, and sanitation and health, and other relevant departments on the effective protection of the rights and interests of, services for and administration of residence permit holders. | | 第四条 各级公安机关应当积极协调配合港澳事务、台湾事务、发展改革、教育、民政、司法行政、人力资源社会保障、住房城乡建设、交通运输、卫生健康等有关部门，做好居住证持有人的权益保障、服务和管理工作。 |
| Article 5 The public security organs at all levels shall establish and improve the information systems for the administration of the residence permits for Hong Kong, Macao and Taiwan residents, and effectively conduct the acceptance and examination of applications for residence permits and the production, issuance and management of permits. | | 第五条 各级公安机关应当建立完善港澳台居民居住证管理信息系统，做好居住证申请受理、审核及证件制作、发放、管理工作。 |
| Article 6 A residence permit for a Hong Kong, Macao or Taiwan resident is valid for five years, and shall be issued by the public security organ of a people's government at the county level. | | 第六条 港澳台居民居住证的有效期限为五年，由县级人民政府公安机关签发。 |
| Article 7 Residence permits for Hong Kong, Macao and Taiwan residents shall be made according to the technical standards for resident identity cards, and be readable both visually and by computer. The contents read visually and by computer shall be limited to the items as prescribed in Article 3 of these Measures. | | 第七条 港澳台居民居住证采用居民身份证技术标准制作，具备视读与机读两种功能，视读、机读的内容限于本办法第三条规定的项目。 |
| The format of a residence permit for a Hong Kong, Macao or Taiwan resident shall be designed by the Ministry of Public Security in consultation with the Hong Kong and Macao Affairs Office of the State Council and the Taiwan Affairs Office of the State Council. | | 港澳台居民居住证的式样由公安部商国务院港澳事务办公室、国务院台湾事务办公室制定。 |
| Residence permits for Hong Kong, Macao and Taiwan residents shall be uniformly made by the public security organs of provincial people's governments. | | 港澳台居民居住证由省级人民政府公安机关统一制作。 |
Article 8 A Hong Kong, Macao or Taiwan resident that applies for a residence permit shall complete the Registration Form of Application for a Residence Permit for a Hong Kong, Macao or Taiwan Resident, submit for verification his or her entry-exit certificate for a Hong Kong, Macao or Taiwan resident, and submit to the police station or the household registration administration and certificate issuing hall designated by the public security organ of the people's government at the county level at the place of residence the certification materials on his or her residence address, employment, and school attendance, among others.
