Scheme for Building the Ecological Environment Monitoring Network 生态环境监测网络建设方案
Monitoring of the ecological environment is a basis for protecting the ecological environment, and an important support for the construction of ecological civilization. Presently, China's ecological environment monitoring network is in existence of outstanding problems that its scope and coverage of essential factors are both incomplete, that the planning, standards and rules with respect to its construction is inconsistent with the corresponding information released, that its level of informatization and extent of sharing are not high, that combination between monitoring and regulation thereof is not close, that the quality of data monitored is yet to be improved, etc, which has made it difficult to satisfy the demand for the construction of ecological civilization, and which has negatively impacted the scientificity and authoritativeness of monitoring and public confidence in the government. Therefore, promotion of construction of the ecological environment monitoring network must be accelerated. 生态环境监测是生态环境保护的基础,是生态文明建设的重要支撑。目前,我国生态环境监测网络存在范围和要素覆盖不全,建设规划、标准规范与信息发布不统一,信息化水平和共享程度不高,监测与监管结合不紧密,监测数据质量有待提高等突出问题,难以满足生态文明建设需要,影响了监测的科学性、权威性和政府公信力,必须加快推进生态环境监测网络建设。
I. General Requirement   一、总体要求
1. Guiding ideology: (一)指导思想。
In full-scale implementation of the spirit of the 18th National Congress of the Communist Party of China (CPC) and the 2nd, 3rd and 4th Plenary Sessions of the 18th CPC Central Committee, in accordance with the relevant decisions and plans of the CPC Central Committee and the State Council, and in implementation the requirement of the Environmental Protection Law of the People's Republic of China and the Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating Promotion of Construction of Ecological Civilization, establishment of points, nationwide networking, automatic early warning and inquiry into responsibility in accordance with law shall be adhered to, with the formation of a new pattern of ecological environment monitoring under government dominance, with interdepartmental coordination, with public involvement and under public supervision, to provide powerful guarantee for accelerating promotion of construction of ecological civilization. 全面贯彻落实党的十八大和十八届二中、三中、四中全会精神,按照党中央、国务院决策部署,落实《中华人民共和国环境保护法》和《中共中央 国务院关于加快推进生态文明建设的意见》要求,坚持全面设点、全国联网、自动预警、依法追责,形成政府主导、部门协同、社会参与、公众监督的生态环境监测新格局,为加快推进生态文明建设提供有力保障。
2. Basic principles: (二)基本原则。
Clear definition of the power of office and assignment of responsibility: The power of office of all the parties concerned with respect to monitoring of the ecological environment shall be clearly defined in accordance with law, with promotion of interdepartmental division of duty and cooperation, and with strengthening of regulation over the quality of monitoring. The responsibility and rights of the government, enterprises and society shall be assigned. 明晰事权、落实责任。依法明确各方生态环境监测事权,推进部门分工合作,强化监测质量监管,落实政府、企业、社会责任和权利。
Systemic perfection and overall planning: The systems of laws, regulations, standards and technical norms with respect to monitoring of the ecological environment shall be perfected, and the monitoring network shall be brought under unified planning and layout. 健全制度、统筹规划。健全生态环境监测法律法规、标准和技术规范体系,统一规划布局监测网络。
Scientific monitoring and driving by innovation: Scientific and technological innovation and technological progress shall be relied on in strengthening monitoring science and technology research and comprehensive analysis, with strengthening of the application of high and new technology and advanced equipment including satellite remote sensing, to promote the level of three-dimensionality, automation and intellectualization of monitoring of the ecological environment. 科学监测、创新驱动。依靠科技创新与技术进步,加强监测科研和综合分析,强化卫星遥感等高新技术、先进装备与系统的应用,提高生态环境监测立体化、自动化、智能化水平。
Comprehensive integration, and coordination between monitoring and regulation: Networking and sharing of national ecological environment monitoring data shall be promoted, with launch of analysis of monitoring data, to realize effective joint operation between ecological environment monitoring and regulation. 综合集成、测管协同。推进全国生态环境监测数据联网和共享,开展监测大数据分析,实现生态环境监测与监管有效联动。
3. Major objectives: By 2020, full-scale coverage of the environment quality, key pollution sources and the ecological regime monitoring by the national ecological environment monitoring network shall have been basically realized, with interconnection and sharing of the monitoring data systems of various types and at various levels, with remarkable promotion of the capacity of monitoring forecast, early warning and informatization and the level of guarantee, with coordination and joint operation between monitoring and regulation, and with initial completion of the construction of an ecological environment monitoring network with overall planning between land and maritime monitoring, integration between air and ground monitoring and coordination between higher and lower levels and with information sharing, to make the ecological environment monitoring capacity building and the development of ecological civilization compatible with each other. (三)主要目标。到2020年,全国生态环境监测网络基本实现环境质量、重点污染源、生态状况监测全覆盖,各级各类监测数据系统互联共享,监测预报预警、信息化能力和保障水平明显提升,监测与监管协同联动,初步建成陆海统筹、天地一体、上下协同、信息共享的生态环境监测网络,使生态环境监测能力与生态文明建设要求相适应。
II. Full-Scale Establishment of Spots to Make the Ecological Environment Monitoring Network Complete   二、全面设点,完善生态环境监测网络
4. Establishment of a unified environment quality monitoring network: The Ministry of Environmental Protection shall, in coordination with the other competent authorities concerned, make unified planning for and integrate and optimize environment quality monitoring spots on a unified basis, build a national environment quality monitoring network covering such essential factors as air, water, soil, noise and radiation that will be rational in layout and that will be of complete functions, and launch monitoring and assessment in accordance with unified standards and norms, to objectively and accurately reflect the status of environment quality. (四)建立统一的环境质量监测网络。环境保护部会同有关部门统一规划、整合优化环境质量监测点位,建设涵盖大气、水、土壤、噪声、辐射等要素,布局合理、功能完善的全国环境质量监测网络,按照统一的标准规范开展监测和评价,客观、准确反映环境质量状况。
5. Perfection of the system of monitoring of key pollution sources: The key pollutants discharging units designated by environmental protection authorities at various levels must fulfill their statutory responsibility for self-monitoring and information disclosure with respect to the discharge of pollutants, and strictly implement the monitoring requirements of discharge standards and the relevant laws and regulations. Key pollutants discharging units under priority supervision and control by the State shall build pollutants discharging online monitoring systems that will be in stable operation. The environmental protection authorities at all levels shall launch supervisory monitoring in accordance with law, and organize and launch the work of monitoring and making statistics of surface pollution sources, mobile pollution sources, etc.

 (五)健全重点污染源监测制度。各级环境保护部门确定的重点排污单位必须落实污染物排放自行监测及信息公开的法定责任,严格执行排放标准和相关法律法规的监测要求。国家重点监控排污单位要建设稳定运行的污染物排放在线监测系统。各级环境保护部门要依法开展监督性监测,组织开展面源、移动源等监测与统计工作。
