| Article 1 These Measures are developed in accordance with the Government Procurement Law of the People's Republic of China, the Regulation on the Implementation of the Government Procurement Law of the People's Republic of China and other relevant laws and administrative regulations for the purpose of regulating the release of government procurement information and enhancing the transparency of government procurement. | | 第一条 为了规范政府采购信息发布行为，提高政府采购透明度，根据《中华人民共和国政府采购法》、《中华人民共和国政府采购法实施条例》等有关法律、行政法规，制定本办法。 |
| Article 2 These Measures apply to the release of government procurement information. | | 第二条 政府采购信息发布，适用本办法。 |
| Article 3 For the purpose of these Measures, “government procurement information” means the regulatory information on government procurement that shall be made public in accordance with the provisions of the relevant legal system on government procurement, the information involving public bidding announcement, pre-qualification announcement, single-source procurement publication, announcement of bid winning (conclusion) results, announcement of government procurement contracts and other government procurement project information, as well as complaint handling results, supervision and inspection processing results, and evaluation results of centralized procurement agencies. | | 第三条 本办法所称政府采购信息，是指依照政府采购有关法律制度规定应予公开的公开招标公告、资格预审公告、单一来源采购公示、中标（成交）结果公告、政府采购合同公告等政府采购项目信息，以及投诉处理结果、监督检查处理结果、集中采购机构考核结果等政府采购监管信息。 |
| Article 4 The release of government procurement information shall follow the principles of standardized and unified format, relatively concentrated channels and easy access. | | 第四条 政府采购信息发布应当遵循格式规范统一、渠道相对集中、便于查找获得的原则。 |
| Article 5 The Ministry of Finance shall guide and coordinate the release of government procurement information across the country, and in accordance with the relevant provisions of government procurement laws and administrative regulations, supervise and administer the release of government procurement information by central budgeting entities. | | 第五条 财政部指导和协调全国政府采购信息发布工作，并依照政府采购法律、行政法规有关规定，对中央预算单位的政府采购信息发布活动进行监督管理。 |
| The financial departments of the local people's governments at various levels (hereinafter referred to as the financial departments) shall supervise and administer the release of information on government procurement by the budgeting entities at the corresponding levels. | | 地方各级人民政府财政部门（以下简称财政部门）对本级预算单位的政府采购信息发布活动进行监督管理。 |
| Article 6 The Ministry of Finance shall supervise and administer the China Government Procurement Network (www ccgp gov cn). The financial departments at the provincial level (autonomous regions, municipalities directly under the Central Government and cities under separate state planning) shall supervise and administer the provincial branches of the China Government Procurement Network. | | 第六条 财政部对中国政府采购网进行监督管理。省级（自治区、直辖市、计划单列市）财政部门对中国政府采购网省级分网进行监督管理。 |
| Article 7 Government procurement information shall be prepared based on the format prescribed by the Ministry of Finance. | | 第七条 政府采购信息应当按照财政部规定的格式编制。 |
Article 8 The information on government procurement by central budgeting entities shall be published on the China Government Procurement Network, while the information on government procurement by local budgeting entities shall be published on the provincial branches of the China Government Procurement Network for the administrative regions where they are located.
