| Decision of the Ministry of Transport on Amending the Provisions on the Administration of Taxi Operating Services | | 交通运输部关于修改《出租汽车经营服务管理规定》的决定 |
| The Ministry of Transport hereby decides to amend the Provisions on the Administration of Taxi Operating Services (Order No. 16 [2014], Ministry of Transport) as follows: | | 交通运输部决定对《出租汽车经营服务管理规定》（交通运输部令2014年第16号）作如下修改： |
| I. The name of the rule is amended to read: “Provisions on the Administration of Cruise Taxi Operating Services.” | | 一、将规章名称修改为“巡游出租汽车经营服务管理规定”。 |
| II. Article 3 is amended to read: “Taxi is an integral part of the urbancomprehensivetransportsystem and a supplement to the urban public transport, and provides personalized transport services to the public. Priority shall be given to the development of urban public transport, and taxis shall be developed in an appropriate manner. | | 二、将第三条修改为：“出租汽车是城市综合交通运输体系的组成部分，是城市公共交通的补充，为社会公众提供个性化运输服务。优先发展城市公共交通，适度发展出租汽车。 |
| Cruise taxis shall be developed in match with the development of urban economic and social development and in coordination with the development of public transport and other passenger transport service modes.” | | 巡游出租汽车发展应当与城市经济社会发展相适应，与公共交通等客运服务方式协调发展。” |
| III. Article 6 is amended to read: “The Ministry of Transport shall take charge of guiding the administration of the cruise taxis throughout the country. | | 三、将第六条修改为：“交通运输部负责指导全国巡游出租汽车管理工作。 |
| Thecompetent departments of transport of the people's governments of all provinces and autonomous regions shall, under the leadership of the people's governments at the corresponding levels, take charge of guiding the administration of cruise taxis within their respective administrative regions. | | 各省、自治区人民政府交通运输主管部门在本级人民政府领导下，负责指导本行政区域内巡游出租汽车管理工作。 |
| Thecompetent departments of transport at the level of a municipality directly under the Central Government or a districted city or the county level or other administrative departments of taxi designated by the people's governments (hereinafter referred to as “administrative departments of taxi”) shall, under the leadership of the people's governments at the same level, take charge of the specific implementation of the cruise taxi administration.” | | 直辖市、设区的市级或者县级交通运输主管部门或者人民政府指定的其他出租汽车行政主管部门（以下称出租汽车行政主管部门）在本级人民政府领导下，负责具体实施巡游出租汽车管理。” |
| IV. In Article 15, “allocate” is replaced with “issue,” and “taximeter complying with technical standards” is replaced with “taximeter equipment in compliance with the relevant provisions.” | | 四、将第十五条中的“配发”修改为“核发”，“符合技术标准的计价器”修改为“符合规定的计程计价设备”。 |
| V. Article 20, Article 30, item (5) of Article 48, and item (3) of Article 50 are deleted. | | 五、删除第二十条、第三十条、第四十八条第（五）项、第五十条第（三）项。 |
VI. In Articles 23, 24, 28 and 49, “taximeter” is replaced with “taximeter equipment.”
