| Article 1 To regulate Internet user public account information services, safeguard national security and public interests, and protect the legitimate rights and interests of citizens, legal persons and other organizations, these Provisions are developed in accordance with the Cybersecurity Law of the People's Republic of China and the Notice of the State Council on Authorizing the Cyberspace Administration of China to Be Responsible for the Management of Internet Information Contents. | | 第一条 为规范互联网用户公众账号信息服务，维护国家安全和公共利益，保护公民、法人和其他组织的合法权益，根据《中华人民共和国网络安全法》《国务院关于授权国家互联网信息办公室负责互联网信息内容管理工作的通知》，制定本规定。 |
| Article 2 Whoever provides or uses Internet user public accounts to engage in information release services within the territory of China shall abide by these Provisions. | | 第二条 在中华人民共和国境内提供、使用互联网用户公众账号从事信息发布服务，应当遵守本规定。 |
| For the purpose of these Provisions, “Internet user public account information services” means the services of issuing texts, pictures, audio and video and other information to the general public in the form of public accounts of registered users through Internet websites, application programs and network platforms. | | 本规定所称互联网用户公众账号信息服务，是指通过互联网站、应用程序等网络平台以注册用户公众账号形式，向社会公众发布文字、图片、音视频等信息的服务。 |
| For the purpose of these Provisions, “Internet user public account information service providers” means the network platforms that provide the services for the registration and use of Internet user public accounts. For the purpose of these Provisions, “Internet user public account information service users” means the institutions or individuals that register and use or operate Internet user public accounts and provide information release services. | | 本规定所称互联网用户公众账号信息服务提供者，是指提供互联网用户公众账号注册使用服务的网络平台。本规定所称互联网用户公众账号信息服务使用者，是指注册使用或运营互联网用户公众账号提供信息发布服务的机构或个人。 |
| Article 3 The Cyberspace Administration of China shall take charge of the supervision, administration and law enforcement of Internet user public account information services nationwide, and local cyberspace administrations shall take charge of the supervision, administration and law enforcement of Internet user public account information services within their respective administrative regions according to their functions. | | 第三条 国家互联网信息办公室负责全国互联网用户公众账号信息服务的监督管理执法工作，地方互联网信息办公室依据职责负责本行政区域内的互联网用户公众账号信息服务的监督管理执法工作。 |
| Article 4 Internet user public account information service providers and users shall adhere to correct orientation, carry forward the socialist core values, cultivate active and healthy network cultures, and maintain a good network ecology. | | 第四条 互联网用户公众账号信息服务提供者和使用者，应当坚持正确导向，弘扬社会主义核心价值观，培育积极健康的网络文化，维护良好网络生态。 |
| The Party and government organs, enterprises and public institutions, and mass organizations at all levels shall be encouraged to register and use Internet user public accounts to publish government information or public service information, serve economic and social development, and meet the public's information needs. | | 鼓励各级党政机关、企事业单位和人民团体注册使用互联网用户公众账号发布政务信息或公共服务信息，服务经济社会发展，满足公众信息需求。 |
| Internet user public account information service providers shall support Party and government organs, enterprises and public institutions, and mass organizations in improving the levels of government information release and public services, and provide the necessary technical support and information security guarantee. | | 互联网用户公众账号信息服务提供者应当配合党政机关、企事业单位和人民团体提升政务信息发布和公共服务水平，提供必要的技术支撑和信息安全保障。 |
| Article 5 Internet user public account information service providers shall implement the responsibilities for the security management of information contents, equip the professionals and technical capabilities commensurate with their service scales, set up editors in chief and other posts in charge of information content security, and establish and improve the management rules on user registration, information review, emergency disposal, and security protection, among others. | | 第五条 互联网用户公众账号信息服务提供者应当落实信息内容安全管理主体责任，配备与服务规模相适应的专业人员和技术能力，设立总编辑等信息内容安全负责人岗位，建立健全用户注册、信息审核、应急处置、安全防护等管理制度。 |
Internet user public account information service providers shall develop and publicly disclose management rules and platform conventions, conclude service agreements with users, and specify the rights and obligations of both parties.
