In order to guide the standardized and orderly development of the market of interbank negotiable certificates of deposit ("NCDs"), the People's Bank of China has decided to amend the provisions that "Fixed-rate interbank NCDs shall generally have a term of not exceeding one year, including one month, three months, six months, nine months or one year, and be priced by reference to the Shanghai Interbank Offered Rate ("Shibor") of the same period. Floating-rate interbank NCDs shall have their interest rates benchmarked against a floating range of the Shibor, and shall generally have a term of one year or longer, including one year, two years and three years." under Article 8 of the Interim Measures for the Administration of Interbank Negotiable Certificates of Deposit (Announcement No. 20 [2013], PBC) as follows: Interbank NCDs shall have a term of not exceeding one year, including one month, three months, six months, nine months or one year, and may have its interest accrued according to fixed or floating rates, and shall be priced by reference to the Shanghai Interbank Offered Rate ("Shibor") of the same period. This Announcement shall come into force on September 1, 2017.
