In order to promote the reform of the simplification of administrative procedures, delegation of powers to lower levels, the combination of delegation with administration and the optimization of services in accordance with the law, pursuant to the Decision of the Standing Committee of the National People's Congress on Amending Twelve Laws including the Foreign Trade Law of the People's Republic of China, the Decision of the State Council on Amending Certain Administrative Regulations (Order No. 666, State Council), the Notice of the State Council on Issuing the Plan for Reforming the Registration System for Registered Capital(No. 7 [2014], State Council), the Decision of the State Council on Canceling or Adjusting a Group of Administrative Approval Items and Other Matters (No. 27 [2014], State Council), the Several Opinions of the State Council on Promoting the Reform and Development of the Tourism Industry (No. 31 [2014], State Council), and the Decision of the State Council on Canceling or Adjusting a Group of Administrative Approval Items and Other Matters (No. 50 [2014], State Council), the China National Tourism Administration has decided to amend certain clauses in the Detailed Rules for the Implementation of the Regulation on Travel Agencies (Order No. 30, CNTA) and repeal the Measures for the Administration of Outbound Tour Leaders (Order No. 18, CNTA).
