| Announcement on Matters Concerning Upgrading the New Version of Express Mail Customs Clearance Management System | | 关于升级新版快件通关管理系统相关事宜的公告 |
| For purposes of realizing the customs-quarantine integration in the field of express mail service, optimizing the regulation of the express mails entering and leaving China, and improving express mail customs clearance efficiency, the General Administration of Customs (“GACC”) has decided to upgrade the new version of express mail customs clearance management system (hereinafter referred to as the “new express mail system”) on September 25, 2018. The relevant matters are hereby announced as follows: | | 为实现快件领域关检融合，优化进出境快件监管，提高快件通关效率，海关总署决定于2018年9月25日对新版快件通关管理系统（以下简称新快件系统）进行升级，现将相关事宜公告如下： |
I. The classification of the express mails entering and leaving China in the category of documents (hereinafter referred to as “express mails of Category A”) and the express mails entering and leaving China in the category of personal articles (hereinafter referred to as “express mails of Category B”) in Announcement No. 19 [2016] of the GACC shall remain unchanged; and the scope of the express mail entering and leaving China in the category of low-value goods (hereinafter referred to as “express mails of Category C”) shall be adjusted. “Express mails of Category C” means the goods worth RMB 5,000 or below (excluding freight charges, insurance expenses, and miscellaneous charges, among others), excluding those meeting any of the following conditions:
