财政部关于印发《2012年中央对地方国家重点生态功能区转移支付办法》的通知

各省、自治区、直辖市、计划单列市财政厅（局）：
为规范转移支付分配、使用和管理，增强地方政府生态环境保护意识，提高国家重点生态功能区转移支付资金使用绩效，特制定《2012年中央对地方国家重点生态功能区转移支付办法》。现印发给你们，请遵照执行。

2012年中央对地方国家重点生态功能区转移支付办法
为维护国家生态安全，促进生态文明建设，引导地方政府加强生态环境保护，提高国家重点生态功能区所在地政府基本公共服务保障能力，中央财政设立国家重点生态功能区转移支付。
　　第一条　分配原则
（一）公平公正，公开透明。在广泛征求相关部门和地方意见的基础上，选取客观因素进行公式化分配。转移支付测算办法和分配结果公开。
（二）重点突出，分类处理。中央财政逐步加大对国家重点生态功能区的转移支付力度，并对其他重要生态功能区域给予适当补助。
（三）注重激励，强化约束。建立健全县域生态环境质量监测考核机制，根据评估结果实施适当奖惩。
　　第二条　范围确定
（一）《全国主体功能区规划》中限制开发的国家重点生态功能区所属县（县级市、市辖区、旗，以下简称“县”）和禁止开发区域。
（二）青海三江源自然保护区、南水北调中线水源地保护区、海南国际旅游岛中部山区生态保护核心区等生态功能重要区域所属县。
对环境保护部制定的《全国生态功能区划》中不在上述范围的其他重要生态功能区域所属县给予引导性补助，对开展生态文明示范工程试点的市、县注给予工作经费补助，对生态环境保护较好的地区给予奖励性补助。
