For purposes of thoroughly implementing the spirit of the 19th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 19th CPC Central Committee, following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, carrying out the important instructions of the General Secretary Xi Jinping on building a big credit punishment pattern of “restrictions everywhere for dishonesty in one place”, the National Development and Reform Commission, in combination with other relevant departments, has issued the Opinions on Appropriately Restricting Particular Seriously Dishonest Person from Travelling by Train within a Certain Period and Boosting the Building of the Social Credit System (No. 384 [2018] of the National Development and Reform Commission) and the Opinions on Appropriately Restricting Particular Seriously Dishonest Person from Travelling by Civil Aircraft within a Certain Period and Boosting the Building of the Social Credit System (No. 385 [2018] of the National Development and Reform Commission). To guarantee the implementation of the requirements of the aforesaid two documents, and specify the demand for enforcement concerning the list of dishonest persons subject to enforcement and the list of persons subject to measures for restricting consumption taken by a people's court according to relevant provisions and the law, you are hereby notified as follows:
