| For the purposes of deepening the reform of foreign trade management and improving the level of trade facilitation, in accordance with the Foreign Trade Law of the People's Republic of China, the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, and the Measures for the Administration of Automatic Import License for Goods, the Ministry of Commerce and the General Administration of Customs decide to adjust the methods of automatic import license administration for soybeans. The relevant matters are hereby announced as follows: | | 为深化外贸管理改革、提升贸易便利化水平，依据《中华人民共和国对外贸易法》《中华人民共和国货物进出口管理条例》《货物自动进口许可管理办法》，商务部、海关总署决定对大豆自动进口许可证管理方式进行调整。现将有关事项公告如下： |
I. The import of soybeans under general trade shall be subject to “one batch, one license” or “non one batch, one license.” In particular, for the import of soybeans subject to “non one batch, one license,” the customs clearance formalities shall be handled at the Customs at the designated ports of entry.
