| The Request of the People's Government of Guangdong Province for Instructions on Supporting the Construction of the Overseas Chinese Economic and Cultural Cooperation Pilot Zone in Shantou Special Economic Zone (No. 122 [2013] of the People's Government of Guangdong Province) has been received. An official reply is hereby offered as follows: | | 《广东省人民政府关于支持汕头经济特区创办华侨经济文化合作试验区的请示》（粤府〔2013〕122号）收悉。现批复如下： |
| I. Approving the establishment of the Overseas Chinese Economic and Cultural Cooperation Pilot Zone (hereinafter referred to as the “Pilot Zone”) in Shantou Special Economic Zone. The Pilot Zone, which is located at the core belt of Shantou Special Economic Zone, has superior location conditions, prominent comparative advantages, as well as the conditions and potential for accelerating development. You shall, under the guidance of the Deng Xiaoping Theory, the important thought of “Three Represents” and the Scientific Outlook on Development, thoroughly implement the spirit of the 18th National Congress of the Communist Party of China (“CPC”) and the Third Plenary Session of the 18th CPC Central Committee, and in light of the arrangements of the CPC Central Committee and the State Council, maximize the resource advantages of overseas Chinese, take the construction of the Pilot Zone as an important measure taken by Shantou Special Economic Zone to further deepen the reform and opening-up and build the important gateway to the 21 Century Maritime Silk Road, actively conduct pilot programs, and explore new ways for comprehensively deepening the reform and expanding opening-up in the new period. | | 一、同意在汕头经济特区设立华侨经济文化合作试验区（以下简称试验区）。试验区处于汕头经济特区核心地带，区位条件优越，比较优势突出，具备加快发展的条件和潜力。要以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入贯彻党的十八大和十八届三中全会精神，按照党中央、国务院的部署，充分发挥华侨华人资源优势，把试验区建设作为汕头经济特区进一步深化改革开放和建设21世纪海上丝绸之路重要门户的重大举措，积极开展先行先试，为新时期全面深化改革、扩大对外开放探索新路。 |
II. Supporting the Pilot Zone in focusing on transformation and upgrading, and promoting the in-depth integrated development of overseas Chinese and the national economy. Research shall be conducted to establish the cross-border investment and trade mechanism satisfying the wishes of general overseas Chinese and in compliance with generally accepted international rules, build a fair, uniform and efficient business environment which is more international, market-oriented and lawful, and form replicable and widely applicable experience. Such industries as cross-border finance, business exhibitions, resource and energy trading, cultural and creative services, tourism and recreational activities, education and training, medical services, information, ocean and other industries shall be vigorously developed to cultivate an energetic urban industrial system. The investment rights and interests of overseas Chinese shall be guaranteed in accordance with law, the work pattern of serving overseas Chinese shall be innovated on, the organic integration of introduction of capital, technologies and talent shall be promoted, and more entry and exit conveniences shall be provided to overseas Chinese in accordance with law. The talent introduction mechanism shall be innovated on, and priority shall be given to the handling of the relevant formalities for Chinese of foreign nationalities meeting the conditions for working in China. The development of education and medical undertakings in the Pilot Zone shall be actively boosted to provide conveniences to overseas Chinese in education and medical services, so as to guarantee that overseas Chinese enjoy the corresponding social security benefits in accordance with law.
．．．．．． | | 二、支持试验区着力转型升级，推动海外华侨华人与祖国经济深度融合发展。研究建立符合广大海外华侨华人意愿和国际通行规则的跨境投资、贸易机制，打造更加国际化、市场化、法治化的公平、统一、高效的营商环境，形成可复制、可推广的经验。大力发展跨境金融、商务会展、资源能源交易、文化创意、旅游休闲、教育培训、医疗服务、信息、海洋等产业，培育富有活力的都市产业体系。依法保障海外华侨华人投资权益，创新侨务工作模式，推动引资、引技、引智有机结合，依法给予海外华人更多出入境便利。创新人才引进机制，对符合来华工作条件的外籍华人，优先办理有关手续。积极推动试验区教育医疗事业发展，为海外华侨华人在教育医疗方面提供便利，确保海外华侨华人依法享受相应的社会保障待遇。
