| To promote more profound reforms and further opening up of China and accelerate the transformation of government functions, as decided at the 12th Session of the Standing Committee of the Twelfth National People's Congress, the State Council is hereby authorized to temporarily adjust the relevant administrative approval items prescribed in the Law of the People's Republic of China on Foreign-Funded Enterprises, the Law of the People's Republic of China on Chinese-Foreign Equity Joint Ventures, the Law of the People's Republic of China on Chinese-Foreign Contractual Joint Ventures, and the Law of the People's Republic of China on the Protection of Investments of Taiwan Compatriots (See the catalogue attached below) within China (Guangdong) Pilot Free Trade Zone, China (Tianjin) Pilot Free Trade Zone, China (Fujian) Pilot Free Trade Zone, and the extensions of China (Shanghai) Pilot Free Trade Zone (See the metes and bounds attached below), but such adjustments shall not apply to those subject to the special access management measures prescribed by the state. The aforesaid administrative approval adjustments shall be implemented on a trial basis during three years. Metes and bounds: Seaport areas, 15 square kilometers. Seaport area 1: Longxue Island operating area, 13 square kilometers, which borders the Humen Waterway to the east, the south extension line of the Phase III of Nansha Port to the south, the South Longxue Waterway to the west, and the north extension line of the Phase I of Nansha Port to the north (including the port area and the logistics area of Nansha Free Trade Port Area, 5.7 square kilometers). Seaport area 2: Shazai Island operating area, 2 square kilometers. The Start Area of Mingzhu Bay, 9 square kilometers, which borders Huanshi Avenue to the east, the Xiahengli Waterway to the south, Lingxin Avenue of Lingshan Island and Fenghuang Avenue of Hengli Island to the west, and Beijing-Zhuhai Expressway to the north, excluding the water areas of the Jiaomen River Waterway and the Shanghengli Waterway. Nansha pivot area, 10 square kilometers, which borders the South Longxue Waterway to the east, the Shenmao channel to the south, Lingxin Avenue to the west, and Sanzhen Avenue to the north. Qingsheng pivot area, 8 square kilometers, borders Xiaohuli waterway to the east, the Guangzhou-Shenzhen-Hong Kong Express Rail Link to the south, Beijing-Zhuhai Expressway to the west, and the Shawan Waterway to the north. Nansha Bay area, 5 square kilometers, borders the Humen Waterway to the east, the Jiaomen Waterway to the south, Huangshan and Lusha to the west, and the Humen Bridge to the north, excluding the mountain of Dajiaoshan. Jiaomen River Central area, 3 square kilometers, borders Jinlong Road to the east, Shuangshan Avenue to the south, Fenghuang Avenue to the west, and Siyanjiao to the north. The processing and manufacturing area of Wanqingsha Free Trade Port, 10 square kilometers, borders the South Longxue Waterway to the east, Wanqingsha Shiyiyong to the south, Lingxin Highway to the west, and Wanqingsha Bayong to the north (including the processing area of Nansha Free Trade Port Area, 1.36 square kilometers).
