The intellectual property offices (administrative departments of intellectual property) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; all departments of the National Intellectual Property Administration; all departments of the Patent Office; Trademark Office; other entities directly under the National Intellectual Property Administration; and all social organizations: 各省、自治区、直辖市、新疆生产建设兵团知识产权局(知识产权管理部门);局机关各部门,专利局各部门,商标局,局其他直属单位、各社会团体:
For purposes of conscientiously implementing the decisions and arrangements of the central authorities respecting the building of an intellectual property public service system for the public convenience and in the public interest, striving to build an intellectual property public service network, and actively promoting the building of a strong intellectual property country, the Several Opinions on Accelerating the Building of an Intellectual Property Information Public Service System under New Conditions are hereby issued for your compliance and implementation. 为认真贯彻落实中央关于构建便民利民知识产权公共服务体系的决策部署,努力织好知识产权公共服务网,积极推动知识产权强国建设,制定《关于新形势下加快建设知识产权信息公共服务体系的若干意见》,现予印发,请遵照执行。

Several Opinions on Accelerating the Building of an Intellectual Property Information Public Service System under New Conditions 关于新形势下加快建设知识产权信息公共服务体系的若干意见
For purposes of conscientiously implementing the decisions and arrangements of the central authorities respecting the building of an intellectual property public service system for the public convenience and benefits, striving to build an intellectual property public service network, consolidating the public service foundation for intellectual property information, actively promoting the building of a strong intellectual property country, and facilitating the transformation, upgrading and high-quality development of the economy, the following opinions are hereby offered on accelerating the building of an intellectual property information public service system under new conditions. 为认真贯彻落实中央关于构建便民利民知识产权公共服务体系的决策部署,努力织好知识产权公共服务网,夯实知识产权信息公共服务基础,积极推动知识产权强国建设,促进经济转型升级和高质量发展,现就新形势下加快建设知识产权信息公共服务体系,提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology (一)指导思想
Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be the guidance, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be profoundly put into practice, the decisions and arrangements of the CPC Central Committee and the State Council respecting intellectual property work shall be fully carried out, serving the people and benefiting the people shall be the goal, the integration of public resources and expansion of service channels shall be the foothold, the efficient operation mechanism shall be the guarantee, and the building of an intellectual property information public service system with the National Intellectual Property Big Data Center and Intellectual Property Public Service Platform as the support, regional or specialized information public service nodes as the backbone, and socialized information service institutions as outlets shall be accelerated, so as to continually improve the efficiency of dissemination and utilization of intellectual property information, consolidate the foundation for the whole chain of serving intellectual property, and actively boost the transformation, upgrading, and high-quality development of the economy. 以习近平新时代中国特色社会主义思想为指导,深入贯彻党的十九大和十九届二中、三中全会精神,全面落实党中央、国务院关于知识产权工作的决策部署,以便民利民为目标,以整合公共资源拓展服务渠道为抓手,以高效运行机制为保障,加快建设以国家知识产权大数据中心和知识产权公共服务平台为支撑、区域或专业性信息公共服务节点为主干、社会化信息服务机构为网点的知识产权信息公共服务体系,不断提升知识产权信息传播利用效能,努力夯实服务知识产权全链条的基础,积极助推经济转型升级和高质量发展。
2. Basic principles (二)基本原则
—Overall planning and hierarchical responsibility. The top-level design shall be enhanced, the distribution of outlets shall be improved, and the equalization of public services relating to intellectual property information shall be vigorously advanced. Hierarchical and classification guidance shall be strengthened, and the work coordination mechanism shall be improved. Hierarchical responsibility shall be assumed, and the intellectual property information public service system shall be continually improved. --统筹谋划、分级负责。强化顶层设计,完善网点布局,积极推进知识产权信息公共服务均等化。加强分层分类指导,完善协调工作机制。分级负责,不断完善知识产权信息公共服务体系。
—Demand orientation and focusing on priorities. Oriented to the demand of the public, innovators, and entrepreneurs, convenient and high-quality intellectual property information public services shall be provided. The focus shall be on free or low-cost opening and sharing of basic data, free or low-cost supply of basic search and analysis tools, and the building of the backbone, important nodes, and specialized institutions for intellectual property information public services. --需求导向、聚焦关键。以社会公众和创新创业主体需求为导向,提供便利化、高质量的知识产权信息公共服务。聚焦基础数据免费或者低成本开放共享,聚焦基本检索分析工具免费或者低成本供给,聚焦知识产权信息公共服务主干网络、重要节点和专业机构建设。
—Government leadership and multi-party participation. The leading role of the government in public investment, policy support, and other aspects shall be maximized, so as to integrate social resources and advance the building of the backbone for the intellectual property information public service system. Industry organizations shall be guided and supported in actively building specialized service institutions, and information service outlets such as higher education establishments, research institutes, and library and information institutions shall participate in and undertake the work relating to intellectual property information public services. --政府主导、多元参与。充分发挥政府在公共投入、政策支持等方面的主导作用,整合社会资源,推进知识产权信息公共服务体系主干网络建设。引导支持行业组织积极构建专业服务机构,高校、科研院所、图书情报机构等信息服务网点参与承担知识产权信息公共服务工作。
—Interconnection, opening, and sharing. Overall coordination shall be strengthened, and the role of the National Intellectual Property Big Data Center and the National Intellectual Property Public Service Platform as a convergence pivot and a transmission hub shall be maximized, so as to achieve the interconnection, opening, and sharing of intellectual property public service platforms and various thematic databases in all regions and nationwide coordinated efforts and full coverage. --互联互通、开放共享。加强统筹协调,充分发挥国家知识产权大数据中心和国家知识产权公共服务平台的汇集中枢和传输枢纽作用,实现各地知识产权公共服务平台和各类专题数据库的互联互通、开放共享,实现全国一盘棋、全覆盖。
3. Overall objectives (三)总体目标
By 2022, an intellectual property information public service system with clear trunks, diverse categories, and rich content will have been basically established. The distribution of intellectual property information public service outlets will be increasingly reasonable, service channels will be gradually broadened, service content will be more abundant, service tools will be incrementally diverse, and service capabilities will be significantly enhanced, so as to strongly support innovation-driven development and high-quality economic development. 到2022年,基本建成主干清晰、门类多样、内容丰富的知识产权信息公共服务体系。知识产权信息公共服务网点布局日趋合理、服务渠道逐步拓宽、服务内容更加丰富、服务工具渐趋多样、服务能力显著增强,有力支撑创新驱动发展和经济高质量发展。
—The National Intellectual Property Big Data Center and the National Intellectual Property Public Service Platform will have been basically established to provide convenient and efficient intellectual property information services covering all fields. --基本建成国家知识产权大数据中心和国家知识产权公共服务平台,提供便利高效的全领域知识产权信息服务。
—The full coverage of intellectual property information public service institutions in provinces (autonomous regions and municipalities directly under the Central Government), cities under separate state planning, and sub-provincial cities will have been achieved, 30% of prefecture-level cities will have established intellectual property information public service institutions, and a group of industry intellectual property information service institutions with distinct characteristics will have been established. --实现省(区、市)、计划单列市、副省级城市知识产权信息公共服务机构全覆盖,30%的地级市设立知识产权信息公共服务机构,建成一批特色鲜明的行业知识产权信息服务机构。
—National intellectual property information service centers of higher education establishments and technology and innovation support centers ("TISC") will have reached 100 in number respectively. One hundred national intellectual property information service outlets will be selected and determined from research institutes, library and information institutions, industry organizations, and other entities. --高校国家知识产权信息服务中心、技术与创新支持中心(TISC)分别达到100家。在科研院所、图书情报机构、行业组织等单位中遴选认定国家知识产权信息公共服务网点100家。
By 2025, an intellectual property information public service system with extensive coverage, reasonable hierarchy, complete categories, powerful functions, and well-regulated services will have been fully established. The collection and processing of information on intellectual property will have been standardized and regularized, and the building of thematic databases will have been differentiated and shared, public service platforms at all levels will have been integrated, and various thematic databases will have been networked, so as to fully support innovation-driven development and high-quality economic development. 到2025年,全面建成覆盖广泛、层级合理、门类齐全、功能强大、服务规范的知识产权信息公共服务体系。知识产权信息采集、加工实现标准化、规范化,专题数据库建设实现差异化、共享化,各级公共服务平台一体化,各类专题数据库网络化,全面支撑创新驱动发展和经济高质量发展。
—The service capabilities of the intellectual property information public service institutions of provinces (autonomous regions and municipalities directly under the Central Government), cities under separate state planning, and sub-provincial cities will have been further improved, service functions will have been further optimized, and the information service talent team will have been further expanded. More than 50% of prefecture-level cities will have established intellectual property information public service institutions, and qualified counties (cities and districts) will be supported in establishing intellectual property information service institutions. National intellectual property information service centers, TISC, and national intellectual property information public service outlets will have further increased, and an intellectual property information public service system with close horizontal connection, mutually supportive services, and sound category functions will have been established. --省(区、市)、计划单列市、副省级城市知识产权信息公共服务机构服务能力进一步提升,服务功能进一步优化,信息服务人才队伍进一步壮大。50%以上的地级市设立知识产权信息公共服务机构,支持有条件的县(市、区)建立知识产权信息服务机构。高校国家知识产权信息服务中心、技术与创新支持中心(TISC)、国家知识产权信息公共服务网点进一步增加,形成横向联系紧密、服务相互支撑、门类功能完善的知识产权信息公共服务体系。
II. Establishing and improving an intellectual property information public service system convenient and favorable to the public   二、建立健全便民利民的知识产权信息公共服务体系
4. Accelerating the advancement of the building of the intellectual property information public service backbone (四)加快推进知识产权信息公共服务主干网络建设
The leading role of the government shall be maximized, existing patent information public service systems shall be integrated and optimized, the building of a backbone with intellectual property information public service institutions affiliated to administrative departments of intellectual property at all levels as the mainstay shall be accelerated, and the role as the main channel for intellectual property information public services shall be brought into play. The relevant departments of the National Intellectual Property Administration shall play their overall coordination role, integrate public service resources inside and outside the system, strengthen their information public service functions, innovate the forms of information public services, expand the field of information public services, and enrich the content of information public services. The administrative departments of intellectual property of all provinces (autonomous regions and municipalities directly under the Central Government) shall coordinate the local building of the intellectual property information public service system, strengthen the functions of public service institutions, and call regional intellectual property information public service nodes into play; and guide administrative departments of intellectual property in all regions in actively striving for the support of local party committees and governments and constituting city-level comprehensive intellectual property information public service institutions and support qualified counties (cities and districts) in establishing intellectual property information public service institutions. Various industry parks, pilot and demonstration zones, and service sector clustering areas, among others, shall be guided in establishing intellectual property information public service institutions and provide the public, innovators, and entrepreneurs with specialized intellectual property information public services convenient and favorable to the public.

 充分发挥政府主导作用,整合优化现行专利信息公共服务体系,加快建设以各级知识产权管理部门所属知识产权信息公共服务机构为主的主干网络,发挥知识产权信息公共服务主渠道作用。国家知识产权局有关部门要发挥统筹协调作用,整合系统内外公共服务资源,强化信息公共服务职能,创新信息公共服务形式,拓展信息公共服务领域,丰富信息公共服务内容。各省(区、市)知识产权管理部门要统筹本地知识产权信息公共服务体系建设,强化公共服务机构职能,发挥地区知识产权信息公共服务节点作用;指导各地市知识产权管理部门积极争取地方党委政府的支持,组建地市级综合性知识产权信息公共服务机构,支持有条件的县(市、区)设立知识产权信息公共服务机构。引导各类产业园区、试验示范区、服务业集聚区等设立知识产权信息公共服务机构,为社会公众和创新创业主体提供便民利民的专业化知识产权信息公共服务。
