The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
The Plan for Promoting Tri-Networks Integration, as agreed by the State Council, is hereby issued for your conscientious implementation. 《三网融合推广方案》已经国务院同意,现印发给你们,请认真贯彻落实。
Promoting tri-networks integration (integration of telecom, radio and TV, and Internet networks) is a major decision made by the CPC Central Committee and the State Council. In recent years, all localities and relevant departments have seriously implemented relevant work deployment for the general plan and pilot plan of the State Council for promoting tri-networks integration. Various tasks at the pilot stage have been basically completed. On the basis of summarizing experience of pilot programs, accelerating the comprehensive promotion of tri-networks integration across the country and promoting interconnection and interworking, and resource sharing of information network infrastructure helps to promote consumption upgrade and industry transformation, and improvement of the people's livelihood. All localities and all relevant departments shall fully understand the significance of comprehensively promoting tri-networks integration, effectively strengthen organization and leadership, fulfill working responsibilities, improve the working mechanism, and diligently carry out work, to ensure that various objective tasks of projects at the promotion stage are completed. The office of the tri-networks integration coordination group of the State Council shall, in conjunction with relevant departments, strengthen guidance, coordination, tracking, and supervision, continuously improve relevant policies, and resolve problems encountered in the promotion work in a timely manner. All relevant departments shall further strengthen coordination and cooperation, and form concerted efforts, to jointly promote various tasks. 推进三网融合是党中央、国务院作出的一项重大决策。近年来,各地区、各有关部门认真贯彻落实国务院关于推进三网融合总体方案和试点方案有关工作部署,试点阶段各项任务已基本完成。在总结试点经验的基础上,加快在全国全面推进三网融合,推动信息网络基础设施互联互通和资源共享,有利于促进消费升级、产业转型和民生改善。各地区、各有关部门要充分认识全面推进三网融合的重要意义,切实加强组织领导,落实工作责任,完善工作机制,扎实开展工作,确保完成推广阶段各项目标任务。国务院三网融合工作协调小组办公室要会同有关部门加强指导协调和跟踪督促,不断完善有关政策,及时解决推广工作中遇到的问题。各有关部门要进一步加强协调配合,形成合力,共同推进各项工作。

Plan for Promoting Tri-Networks Integration 三网融合推广方案
According to the relevant deployment of the State Council on promoting tri-networks integration, the plan for the work at the promotion stage of tri-networks integration is hereby offered as follows: 按照国务院关于推进三网融合有关部署,现就三网融合推广阶段工作提出如下方案:
I. Work Objectives   一、工作目标
1. Comprehensively promoting tri-networks integration. Experience of pilot programs shall be summarized and promoted; dual-direction access of radio and television broadcasting and telecommunications business shall be expanded across the country; and work shall be carried out substantially. (一)三网融合全面推进。总结推广试点经验,将广电、电信业务双向进入扩大到全国范围,并实质性开展工作。
2. Further improving network loading and technological innovation capacities. The construction of the broadband communication network, the next-generation radio and television network, and the next-generation Internet shall be promoted in an accelerated manner; breakthrough shall be achieved in independent innovative technology research and development, and industrialization; a group of core technologies shall be acquired; and the products and business innovation capability shall be significantly enhanced. (二)网络承载和技术创新能力进一步提升。宽带通信网、下一代广播电视网和下一代互联网建设加快推进,自主创新技术研发和产业化取得突破性进展,掌握一批核心技术,产品和业务的创新能力明显增强。
3. Accelerating the development of the integration business and the network industry. Integration business application shall become more popular; network information resources and cultural content products shall have been fully developed and utilized; and a moderately competitive network industrial pattern shall be basically formed. (三)融合业务和网络产业加快发展。融合业务应用更加普及,网络信息资源、文化内容产品得到充分开发利用,适度竞争的网络产业格局基本形成。
4. Basically establishing a scientific and effective supervision system and mechanism. Relevant laws and regulations adapting to the development of tri-networks integration shall be basically sound; and a new supervision system with clear responsibilities, smooth coordination, scientific decision-making, and efficient management shall be basically formed. (四)科学有效的监管体制机制基本建立。适应三网融合发展的有关法律法规基本健全,职责清晰、协调顺畅、决策科学、管理高效的新型监管体系基本形成。
5. Significantly improving security guarantee capabilities. Under the direction of the Office of the Central Leading Group for Cyberspace Affairs, network information security and cultural security management system shall be further improved; technical management capability shall be significantly enhanced; and national security awareness shall be further enhanced. (五)安全保障能力显著提高。在中央网络安全和信息化领导小组的领导下,网络信息安全和文化安全管理体系更加健全,技术管理能力显著提升,国家安全意识进一步增强。
6. Rapid growing information consumption. The contents, products, and services of information consumption shall be enriched; the information consumption market shall be activated; information consumption channels shall be expanded; and sustained and stable growth of information consumption shall be promoted. (六)信息消费快速增长。丰富信息消费内容、产品和服务,活跃信息消费市场,拓展信息消费渠道,推动信息消费持续稳定增长。
II. Main Tasks   二、主要任务
1. Promoting dual-direction access of radio and television broadcasting and telecommunications business across the country. (一)在全国范围推动广电、电信业务双向进入。
(1) Determining the areas where dual-direction access is to be carried out. Dual-direction access of radio and television broadcasting and telecommunications business shall be expanded across the country by stages and in groups. The tri-networks integration coordination groups of all provinces (autonomous regions and municipalities) (hereinafter referred to as “provincial coordination groups”) shall, in light of local reality, determine the areas in their provinces (autonomous regions and municipalities) where dual-direction access is to be carried out, and report to the office of the tri-networks integration coordination group of the State Council for recordation. (The Ministry of Industry and Information Technology, and the State Administration of Press, Publication, Radio, Film and Television shall take charge) 1.确定开展双向进入业务的地区。广电、电信业务双向进入分期分批扩大至全国。各省(区、市)三网融合工作协调小组(以下称省级协调小组)结合当地实际确定本省(区、市)开展双向进入业务的地区,报国务院三网融合工作协调小组办公室备案。(工业和信息化部、新闻出版广电总局负责)
(2) Conducting licensing approval of dual-direction access. On the basis of comprehensively and effectively completing dual-direction access in pilot areas, the work of license application and approval of dual-direction access shall be carried out, under the principle of “granting license one by one once it is mature.” Radio and television broadcasting enterprises may, under the premise of complying with relevant provisions on telecommunications supervision and satisfying relevant safety conditions, provide value-added telecommunications services, basic telecommunications services managed by referring to value-added telecommunications services, Internet access services based on cable television networks, value-added services of Internet data transfer, and domestic Internet phone call services (VoIP); and China Broadcasting Network Ltd. may also provide basic telecommunications services and value-added telecommunications services of fixed networks based on national cable television networks. Qualified telecommunications enterprises may, under the supervision of relevant departments, be engaged in production of radio and television programs except current politics programs, Internet audio-visual program signal transmission, rebroadcast of current politics news audio-visual programs, provision of public Internet audio-visual program services except those provided in the form of radio and television broadcasting stations, internet protocol television (IPTV) transmission, and provision of mobile television distribution services. National and provincial telecommunications, and radio and television broadcasting authorities shall, according to the requirements of relevant policies and the authority of business approval, accept the application of radio and television broadcasting and telecommunication enterprises, and concurrently issue business licenses to qualified enterprises. After obtaining licenses, enterprises may provide relevant services according to the law. (The Ministry of Industry and Information Technology, and the State Administration of Press, Publication, Radio, Film and Television shall take charge) 2.开展双向进入业务许可审批。在全面做好试点地区双向进入工作的基础上,按照“成熟一个、许可一个”的原则,开展双向进入许可申报和审批工作。广电企业在符合电信监管有关规定并满足相关安全条件的前提下,可经营增值电信业务、比照增值电信业务管理的基础电信业务、基于有线电视网的互联网接入业务、互联网数据传送增值业务、国内网络电话(IP电话)业务,中国广播电视网络有限公司还可基于全国有线电视网络开展固定网的基础电信业务和增值电信业务。符合条件的电信企业在有关部门的监管下,可从事除时政类节目之外的广播电视节目生产制作、互联网视听节目信号传输、转播时政类新闻视听节目服务、除广播电台电视台形态以外的公共互联网视听节目服务、交互式网络电视(IPTV)传输、手机电视分发服务。国家和省级电信、广电行业主管部门按照相关政策要求和业务审批权限,受理广电、电信企业的申请,同步向符合条件的企业颁发经营许可证。企业取得许可证后,即可依法开展相关业务。(工业和信息化部、新闻出版广电总局负责)
(3) Accelerating the promotion of connection between the IPTV platform for integrated control of broadcasts and the IPTV transmission system. Under the guidance of the publicity departments, radio and television broadcasters shall effectively strengthen and improve the construction and management of IPTV and mobile television platform for integrated control of broadcasts, be responsible for uniform integration of programs, broadcasting monitoring, and the management of electronic program guide (EPG), user side, charges, and copyrights, among others. User side and charges management shall be determined by cooperators through negotiations and the management style of “double authentication and double charging” by cooperators shall be adopted. All contents of IPTV shall be uniformly provided to the IPTV transmission system of telecommunications enterprises through an interface, upon integration at radio and television broadcasters' IPTV platform for integrated control of broadcasts. Telecommunications enterprises may provide programs and EPG entries, and uniformly incorporate them into the program source and EPG of the platform for integrated control of broadcasts upon uniform review by the radio and television broadcasters. Telecommunications enterprises and radio and television broadcasters shall conduct active cooperation and equal consultations, and effectively connect the IPTV transmission system and the IPTV platform for integrated control of broadcasts. The two parties of connection shall clearly understand their responsibilities, and ensure the normal provision and transmission of programs. Under the premise of ensuring the safety of broadcasting, radio and television broadcasters and telecommunications enterprises may explore various joint venture and cooperative business operation models. (The Ministry of Industry and Information Technology, and the State Administration of Press, Publication, Radio, Film and Television shall take charge) 3.加快推动IPTV集成播控平台与IPTV传输系统对接。在宣传部门的指导下,广播电视播出机构要切实加强和完善IPTV、手机电视集成播控平台建设和管理,负责节目的统一集成和播出监控以及电子节目指南(EPG)、用户端、计费、版权等的管理,其中用户端、计费管理由合作方协商确定,可采取合作方“双认证、双计费”的管理方式。IPTV全部内容由广播电视播出机构IPTV集成播控平台集成后,经一个接口统一提供给电信企业的IPTV传输系统。电信企业可提供节目和EPG条目,经广播电视播出机构审查后统一纳入集成播控平台的节目源和EPG。电信企业与广播电视播出机构应积极配合、平等协商,做好IPTV传输系统与IPTV集成播控平台的对接,对接双方应明确责任,保证节目内容的正常提供和传输。在确保播出安全的前提下,广播电视播出机构与电信企业可探索多种合资合作经营模式。(工业和信息化部、新闻出版广电总局等负责)
(4) Strengthening industry supervision. Telecommunications, and radio and television industry authorities shall, under the principles of openness, transparency, fairness, and impartiality, strengthen supervision and management of radio and television broadcasters and telecommunication enterprises, standardize business operation, and maintain a positive industrial order. Telecommunications industry authorities shall, according to the requirements of relevant policies and regulations on telecommunications supervision, strengthen administration of telecommunications enterprises in network interconnection and interworking, service quality, universal service, access of equipment, and network information security, among others; radio and television broadcasting industry authorities shall, according to the requirements of relevant policies and regulations on administration of radio and television broadcasting, strengthen the administration of enterprises providing radio and television broadcasting services in terms of business planning, business access, operation and supervision, security of contents, broadcasting of programs, service quality, public services, access of equipment, and interconnection and interworking, among others. The Ministry of Industry and Information Technology and the State Administration of Press, Publication, Radio, Film and Television shall urge areas to which licenses have been issued to comprehensively implement dual-direction access, promote relevant enterprises' actual access and normal operation, enrich the contents broadcasted, and improve the service level. Telecommunications and radio and television broadcasting enterprises shall cooperate with each other, complement each other's advantages, and promote the rapid development of dual-direction access business.  4.加强行业监管。电信、广电行业主管部门要按照公开透明、公平公正的原则,加强对广电、电信企业的监督管理,规范企业经营行为,维护良好行业秩序。电信行业主管部门应按照电信监管有关政策法规要求,加强对经营电信业务企业的网络互联互通、服务质量、普遍服务、设备入网、网络信息安全等管理;广电行业主管部门应按照广播电视管理有关政策法规要求,加强对从事广播电视业务企业的业务规划、业务准入、运营监管、内容安全、节目播放、服务质量、公共服务、设备入网、互联互通等管理。工业和信息化部、新闻出版广电总局要督促已获得许可的地区全面落实双向进入,推动相关企业实际进入和正常经营,丰富播出内容,提高服务水平。电信和广电企业要相互合作,优势互补,推动双向进入业务快速发展。(工业和信息化部、新闻出版广电总局负责)
