The finance departments (bureaus), development and reform commissions, price bureaus and energy administrations of all provinces, autonomous regions, and municipalities directly under the Central Government; the Financial Bureau and Development and Reform Commission of Xinjiang Production and Construction Corps; the State Grid Corporation; and China Southern Power Grid Co., Ltd.: 各省、自治区、直辖市财政厅(局)、发展改革委、物价局、能源局,新疆生产建设兵团财政局、发展改革委,国家电网有限公司、中国南方电网有限责任公司:
Non-water renewable energy is an integral part of the energy supply system and an important part of ensuring energy security. At present, the power generation of non-water renewable energy has entered a critical period of industrial transformation and upgrading and technological progress. Wind power, photovoltaic power, and other renewable energy have basically met the conditions for parity with traditional energy, such as coal power. In order to promote the healthy and steady development of the power generation of non-water renewable energy, the following opinions are hereby given. 非水可再生能源是能源供应体系的重要组成部分,是保障能源安全的重要内容。当前,非水可再生能源发电已进入产业转型升级和技术进步的关键期,风电、光伏等可再生能源已基本具备与煤电等传统能源平价的条件。为促进非水可再生能源发电健康稳定发展,提出以下意见。
I. Improving the current subsidy methods   一、完善现行补贴方式
(1) Reasonably determining the scale of newly subsidized projects under the principle of determining expenditure based on revenues. According to the renewable energy development plans, the annual increase of subsidy funds and other circumstances, the types and scales of newly added projects supported by subsidies in the current year shall be reasonably determined. The Ministry of Finance shall announce the total amount of annual newly increased subsidies after consultation with relevant departments. The National Development and Reform Commission and the National Energy Administration shall reasonably determine the new installed capacity of various renewable energy power generation projects that need to be subsidized within the total amount of annual subsidies, and announce it to the public as soon as possible to guide the steady development of the industry. New offshore wind power and solar thermal power projects will no longer be included in the scope subsidized by the central finance, and all offshore wind power generation projects and solar thermal power generation projects that have undergone approval (recordation) formalities as required and connect all their power units connected to the grids by December 31, 2021 shall be included in the scope subsidized by the central finance according to the price policies. (一)以收定支,合理确定新增补贴项目规模。根据可再生能源发展规划、补助资金年度增收水平等情况,合理确定补助资金当年支持新增项目种类和规模。财政部将商有关部门公布年度新增补贴总额。国家发展改革委、国家能源局在不超过年度补贴总额范围内,合理确定各类需补贴的可再生能源发电项目新增装机规模,并及早向社会公布,引导行业稳定发展。新增海上风电和光热项目不再纳入中央财政补贴范围,按规定完成核准(备案)并于2021年12月31日前全部机组完成并网的存量海上风力发电和太阳能光热发电项目,按相应价格政策纳入中央财政补贴范围。
(2) Fully guaranteeing the continuity of policies and the reasonable returns of existing projects. For the renewable energy power generation projects that have undergone approval (recordation) formalities as required, connect all their power units to the grids, and are included in the list of subsidized projects upon review, the subsidization quota of the central finance shall be determined based on reasonable utilization hours. For existing projects that are voluntarily converted into parity projects, the finance departments and energy departments shall provide policy support in such aspects as preferential payment of subsidies and the scale of new projects. The price departments shall improve the price formation mechanisms of waste incineration power generation in a timely manner according to the demand of the industry development and cost changes. (二)充分保障政策延续性和存量项目合理收益。已按规定核准(备案)、全部机组完成并网,同时经审核纳入补贴目录的可再生能源发电项目,按合理利用小时数核定中央财政补贴额度。对于自愿转为平价项目的存量项目,财政、能源主管部门将在补贴优先兑付、新增项目规模等方面给予政策支持。价格主管部门将根据行业发展需要和成本变化情况,及时完善垃圾焚烧发电价格形成机制。
(3) Fully promoting the trading of green power certificates. Beginning as of January 1, 2021, green power certificates shall be tradeable under the renewable portfolio standards (hereinafter referred to as the “green certificates”), and at the same time, research shall be conducted with respect to connecting green certificates with the priority power generation rights of coal-fired power generation enterprises and the coal import of preferential protection of enterprises, and continuously expand the trading scale in the green certificate market and the promotion of green certificate trading through various market-oriented methods. Fiscal subsidies shall be replaced with the income obtained by enterprises from green certificate trading.

 (三)全面推行绿色电力证书交易。自2021年1月1日起,实行配额制下的绿色电力证书交易(以下简称绿证),同时研究将燃煤发电企业优先发电权、优先保障企业煤炭进口等与绿证挂钩,持续扩大绿证市场交易规模,并通过多种市场化方式推广绿证交易。企业通过绿证交易获得收入相应替代财政补贴。
