Article 1 These Provisions are formulated in accordance with the Regulation on Telecommunications of the People's Republic of China, the Measures for the Administration of Internet Information Services | | 第一条 为了规范微博客服务的发展管理，维护网络传播秩序，保障信息安全，保护互联网信息服务单位和微博客用户的合法权益，满足公众对互联网信息的需求，促进互联网健康有序发展，根据《中华人民共和国电信条例》、《互联网信息服务管理办法》等法律、法规、规章，结合本市实际情况，制定本规定。 |

| Article 2 Websites within the jurisdiction of the Beijing Municipality that are to provide microblogging services, and their microblogging users, shall abide by these Provisions. | | 第二条 本市行政区域内的网站开展微博客服务及其微博客用户，应当遵守本规定。 |

| Article 3 The development and administration of microblogging in the Beijing Municipality adheres to the principles of active utilization, scientific development, legal administration and security assurances, so as to facilitate the construction and use of microblogging as well as to promote the active role of microblogs in serving society. | | 第三条 本市微博客发展管理坚持积极利用、科学发展、依法管理、确保安全的原则，促进微博客的建设、运用，发挥微博客服务社会的积极作用。 |

| Article 4. Websites providing microblogging services shall abide by the Constitution, laws, regulations and rules, be committed to operating microblogging sites in good faith and in a civil manner, actively spread the socialist core value system, disseminate advanced socialist culture and serve the building of a harmonious socialist society. | | 第四条 网站开展微博客服务，应当遵守宪法、法律、法规、规章，坚持诚信办网、文明办网，积极传播社会主义核心价值体系，传播社会主义先进文化，为构建社会主义和谐社会服务。 |

| Article 5 The Beijing Municipality formulates microblogging service development plans and specifies the total amount, structure and layout of websites providing microblogging services. | | 第五条 本市制定微博客服务发展规划，规定开展微博客服务网站的总量、结构和布局。 |

Article 6 Websites within the jurisdiction of the Beijing Municipality that are to provide microblogging services shall file an application with the competent department for Internet information content of the Beijing Municipality, and they shall be examined and approved by such department before applying for telecommunications business operation permits or undergoing formalities regarding filings for non-operational Internet information services.
