| For the purposes of carrying out the arrangements made at the Central Economic Work Conference and the National Financial Work Conference and in the Government Work Report, deepening the promotion of market-oriented debt-to-equity swaps, strengthening the project connections between institutions implementing market-oriented debt-to-equity swaps and potential target enterprises, raising both the quantity and the quality of market-oriented debt-to-equity swaps, helping relevant authorities understand the overall market development of market-oriented debt-to-equity swaps in a timely, comprehensive and accurate manner, enhancing the management of information reporting, providing scientific basis for policy making, and proactively and appropriately reducing the leverage ratios of enterprises, the Office of Inter-ministerial Joint Meeting (hereinafter referred to as the “Office of Joint Meeting”) authorized Beijing Financial Assets Exchange to lead the development of the “Market-Oriented Debt-to-Equity Swap Information Reporting Platform” (hereinafter referred to as the “Reporting Platform”). You are hereby notified of the relevant matters on the launch of the platform: | | 为贯彻落实中央经济工作会议、全国金融工作会议和政府工作报告部署，深入推动市场化债转股业务开展，加强市场化债转股实施机构与潜在对象企业之间项目对接，促进市场化债转股工作扩量提质，便于有关部门及时、全面、准确地把握市场化债转股市场整体发展情况，加强信息报送管理，为政策制定提供科学依据，积极稳妥降低企业杠杆率工作部际联席会议办公室（以下简称联席会议办公室）委托北京金融资产交易所牵头开发了“市场化债转股信息报送平台”（以下简称“报送平台”）。现将上线有关事宜通知如下。 |
| I. Beginning on the date of issuance of this Notice, all implementing institutions shall report market-oriented debt-to-equity swap project information online through the “Reporting Platform” and offline through the former channels concurrently, and will be notified when the offline project information reporting requirement is cancelled. The project information shall be entered into the Internet-based “Reporting Platform” system ( HYPERLINK "http://zzgbspt.cfae.cn" http://zzgbspt.cfae.cn). | | 一、自本通知发布之日起，各实施机构线上通过“报送平台”、线下按照原路径同时报送市场化债转股项目信息，取消线下报送项目信息的时间另行通知。项目信息通过互联网访问“报送平台”系统（网络地址为：http：//zzgbspt.cfae.cn）进行填报。 |
II. All implementing institutions shall report market-oriented debt-to-equity swap project information in a timely manner. Within five working days of the signing of the relevant agreements on a debt-to-equity swap, they shall enter the project information into the “Reporting Platform” system. In addition, all implementing institutions shall, within one month after this Notice is issued, complete the entry of information on existing projects, including those with agreements signed and already implemented, and update the information based on the progress of project implementation.
