| Building pilot free trade zones (hereinafter referred to as the "FTZ") is a strategic measure of the CPC Central Committee and the State Council to comprehensively deepen reform and expand opening up under new conditions. As arranged by the CPC Central Committee and the State Council, the provinces and municipalities where the 11 FTZ are located and the relevant departments have advanced the practice of innovation in regimes with all-out efforts based on the functional orientation and unique characteristics of their respective FTZ and gained the fourth group of experience in the reform pilot programs of the FTZ, which will be replicated and promoted nationwide. You are hereby notified of the relevant matters as follows: | | 建设自由贸易试验区（以下简称自贸试验区）是党中央、国务院在新形势下全面深化改革和扩大开放的战略举措。按照党中央、国务院部署，11个自贸试验区所在省市和有关部门结合各自贸试验区功能定位和特色特点，全力推进制度创新实践，形成了自贸试验区第四批改革试点经验，将在全国范围内复制推广。现将有关事项通知如下： |
