| For the purposes of comprehensively implementing the spirit of the 19th CPC National Congress, following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, profoundly advancing national Customs clearance integration, and carrying out the arrangements made by Premier Li Keqiang at the 174th executive meeting of the State Council for "deepening collaboration and joint administration, advancing trans-department one-off joint inspection, and changing existing 'series connection' process of customs declaration and inspection of goods to a 'parallel connection," upon deliberation, with concurrence of the State Council, the General Administration of Customs, the Ministry of Public Security, the Ministry of Transport, and the General Administration of Quality Supervision, Inspection and Quarantine jointly developed the Notice of the General Administration of Customs, the Ministry of Public Security, the Ministry of Transport, and the General Administration of Quality Supervision, Inspection and Quarantine on Issuing the Implementation Plan for One-Off Joint Inspection by Port Inspection Entities, which is hereby issued to you for your conscientious organization of study. | | 为全面贯彻党的十九大精神，以习近平新时代中国特色社会主义思想为指导，深入推进全国通关一体化工作，贯彻落实李克强总理在国务院第174次常务会议关于“深化协作共管，推进跨部门一次性联合检查，将现行货物报关报检‘串联'流程改为‘并联'”的部署。经研究并报国务院同意，海关总署、公安部、交通运输部、质检总局联合制定了《口岸查验单位一次性联合检查实施方案》，现印发给你们，请认真组织学习。 |

| For the purposes of implementing the Notice of the State Council on Issuing the Scheme for Reforms for Implementation of Mutual Exchange of Information, Mutual Recognition of Regulation and Mutual Assistance in Law Enforcement in Port Administration to Promote Construction for Greater Customs Clearance (No. 68 [2014], State Council) and the spirit of the 174th executive meeting of the State Council, exploring a new mode of delayering port administration integrating links into one, profoundly advancing the trans-department one-off joint inspection by port inspection entities, and optimizing the foreign trade business environment, this Implementation Plan is hereby developed. | | 为贯彻落实国务院《落实“三互”推进大通关建设改革方案》 (国发[2014]68号)和国务院174次常务会议精神，探索多环节合一、扁平化的口岸管理新模式，深入推进口岸查验单位跨部门一次性联合检查工作，优化外贸营商环境，特制定本实施方案。 |
| I. General requirements | | 一、总体要求 |
| 1. Guiding ideology. | | (一)指导思想。 |
| The spirit of the 19th CPC National Congress shall be comprehensively implemented, Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be followed as the guidance, the general work keynote of seeking progress while maintaining stability shall be adhered to, a new development concept shall be adhered to, the overall layout for "economic, political, cultural, social, and ecological progress" shall be advanced in an overall manner, the layout of the Four-Pronged Comprehensive Strategy shall be boosted in a coordinated manner, centering on accelerating the building of a new open economic system, the reform of simplification of administrative procedures, delegation of powers, combination of decentralization and control, and optimization of services in the port law enforcement field shall be furthered in depth, the greater Customs clearance administration systems and mechanisms shall be refined, the level of border safety and risk prevention and control shall be lifted, the conditions for trade liberalization and facilitation shall be improved, repeated inspections shall be reduced, mutual assistance in law enforcement shall be heightened, the institutional transaction costs of enterprises shall be cut, and endeavors shall be made to create a stable, equitable, transparent, and expectable foreign trade environment. | | 全面贯彻党的十九大精神，以习近平新时代中国特色社会主义思想为指导，坚持稳中求进工作总基调，坚持新发展理念，统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，围绕加快建设开放型经济新体制，深入推进口岸执法领域“放管服”改革，完善大通关管理体制机制，提升国门安全和风险防控水平，改善贸易自由化便利化条件，减少重复检查，加强执法互助，降低企业制度性交易成本，着力营造稳定公平透明、可预期的外贸营商环境。 |

| Intensification: Intensification, efficiency, and overall arrangement for resources shall be adhered to, the law enforcement resources and regulatory teams of port inspection entities shall be optimized and consolidated, and the sharing of facilities and equipment in ports shall be promoted, so as to join law enforcement forces in ports. | | 集约化。坚持集约高效和资源统筹，优化整合口岸查验单位执法资源和监管力量，推动口岸设施设备共享共用，形成口岸执法合力。 |
| Facilitation: With improving the sense of gain of enterprises and people in Customs clearance facilitation as a precondition, based on the specific on-site circumstances and enterprises' demand, through inter-department coordination and collaboration, the necessity, feasibility and effectiveness of joint inspection shall be determined to achieve the reduction of the time and links of Customs clearance and truly achieve facilitation for enterprises and people. | | 便利化。以提升企业和群众通关便利获得感为前提，根据具体现场情况和企业需求，通过部门间协调协作，确定开展联合检查的必要性、可行性和有效性，进而实现通关时间和环节的压缩，真正实现予企方便、予民便利。 |
| Technicalization: Scientific and technological leadership and guarantees shall be adhered to, and big data, cloud computing, and latest scientific and technological equipment and means shall be fully used to boost the collaboration and cooperation between port inspection entities and enhance the capability of comprehensive administration. | | 科技化。坚持科技引领和保障，充分运用大数据、云计算以及最新科技装备手段，推动口岸查验单位的协同协作，提升综合管理能力。 |
| Rule of law: The coordination and mutual support between the rule of law and the reform shall be adhered to, on the basis of the framework of the laws and regulations in force, regimes shall be gradually refined, processes shall be optimized, resources shall be consolidated, and relevant innovative practices shall have a legal basis. | | 法治化。坚持法治与改革相协调、相配套，要在现行法律法规的框架基础下，逐步完善制度，优化流程，整合资源，有关创新做法要于法有据。 |

| The collaboration and joint administration by port inspection entities shall be deepened, a trans-department one-off joint inspection working mechanism shall be established and improved, through the mutual exchange of information, mutual assistance in law enforcement, and mutual recognition of regulation in relation to goods, articles and transportation facilities in ports in the link of Customs clearance, the orientation of joint inspection shall be adhered to, and a joint inspection mechanism featuring intensive inspectors, same-time inspection, convenience for subjects under inspection, accessible inspection results, and sharing of inspection information shall be established and improved. When there are relevant declaration systems and conditions, the joint inspection of entry goods and articles through express mails and cross-border e-commerce channels shall be advanced. Repeated inspection by multiple departments shall be avoided, and quick Customs clearance and tight control shall be ensured. | | 深化口岸查验单位协作共管，建立健全跨部门一次性联合检查工作机制，通过口岸货物、物品、运输工具在通关环节的信息互换、执法互助和监管互认，坚持联合检查导向，建立健全检查人员集约、检查时间集中、检查对象便利、检查结果可查、检查信息共享的联合检查机制。在相关申报系统条件具备时，推进快件和跨境电子商务渠道进出境货物、物品的联合检查。避免多部门检了又检、查了又查，确保通得快、管得住。 |
