| Recently, the State Council and the General Office of the State Council issued the Opinions of the State Council on Enhancing Implementation of Innovation-Driven Development Strategy and Further Advancing In-Depth Development of Entrepreneurship and Innovation Among all the People and the Notice of the General Office of the State Council on Promoting and Supporting Reform Measures Relating to Innovation, specifying the requirements for the work on intellectual property pledge financing. For the purpose of supervising and implementing relevant work arrangements, the following measures are hereby offered for your implementation. | | 近期，国务院和国务院办公厅印发《国务院关于强化实施创新驱动发展战略进一步推进大众创业万众创新深入发展的意见》《国务院办公厅关于推广支持创新相关改革举措的通知》，对知识产权质押融资工作提出明确要求。为督促落实有关工作部署，现提出如下举措，请遵照实施。 |
| I. Accelerating the expansion of work coverage | | 一、加快扩大工作覆盖面 |
| Summary and exchange shall be strengthened, and the expansion of patent pledge financing work coverage shall be accelerated. By the end of November 2017, all prefecture-level cities under jurisdiction shall have been organized to summarize the work on patent pledge financing and exchange experience in depth, all the policies and measures issued by provinces (including all prefecture-level cities) shall have been conscientiously sorted out, and, based on that, provincial work plans for the work on advancing patent pledge financing (2018-2020) with a target average annual growth rate of more than 20% (in the number of new service enterprises or projects) shall have been made. Before the end of June 2018, more than 70% prefecture-level cities under jurisdiction will have established and improved patent pledge financing service and promotion mechanisms and included the work on patent pledge financing in their annual plans; more than 50% prefecture-level cities will have had the work on patent pledge financing guaranteed with policies, administered by full-time personnel, funded, and served by platforms; capital cities and other central cities will have made the work routine; and provincial intellectual property offices will have established provincial patent pledge financing work annual appraisal mechanisms. | | 加强总结交流，加快扩展专利质押融资工作覆盖面。2017年11月底前，应组织辖区内各地市深入开展专利质押融资工作总结和经验交流，认真梳理全省（含各地市）已出台的各项政策措施，并在此基础上，以年均20%以上的增长目标（新增服务企业数量或项目数）制定全省推进专利质押融资工作方案（2018-2020年）。2018年6月底前，辖区内70%以上的地市建立完善专利质押融资服务和促进机制，并将专利质押融资工作纳入年度计划；50%以上的地市专利质押融资工作有政策保障、有专人负责、有经费支持、有平台服务；省会等中心城市实现常态化开展；省知识产权局建立全省专利质押融资工作年度考核机制。 |
