| Announcement on Inspection and Quarantine Requirements for Imported Russian Wheat and Hungarian Corn Plants | | 关于进口俄罗斯小麦和匈牙利玉米植物检验检疫要求的公告 |
| In accordance with the provisions of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving China and other laws and regulations, based on the risk analysis and field surveys, the General Administration of Quality Supervision, Inspection and Quarantine (“AQSIQ”) has respectively signed the Plant Quarantine Protocol on the Wheat of the Russian Federation Exported to the People's Republic of China and the Plant Quarantine Protocol on Hungarian Corns Exported to China after consultation with the inspection and quarantine authorities of Russia and Hungary. Beginning on the date of issuance of this Announcement, Russian wheat and Hungarian corns which comply with the inspection and quarantine requirements for imports (see Annexes 1 and 2) shall be allowed to be imported, and the “Inspection and Quarantine Requirements for Imported Russian Wheat Plants” in Announcement No. 8 [2016] of the AQSIQ will be repealed. | | 根据《中华人民共和国进出境动植物检疫法》等法律法规规定，在风险分析和实地考察基础上，经与俄罗斯、匈牙利检验检疫部门协商，我局对外分别签署了《关于俄罗斯联邦小麦输入中华人民共和国植物检疫要求议定书》和《关于匈牙利玉米输华植物检疫要求议定书》。即日起，允许符合我国进口检验检疫要求（附件1、2）的俄罗斯小麦和匈牙利玉米输往中国，质检总局2016年第8号公告中“进口俄罗斯小麦植物检验检疫要求”作废。 |

| | 一、法律法规依据 |
| | （一）《中华人民共和国进出境动植物检疫法》《中华人民共和国进出境动植物检疫法实施条例》； |
| | （二）《中华人民共和国食品安全法》《中华人民共和国食品安全法实施条例》； |
| | （三）《中华人民共和国进出口商品检验法》《中华人民共和国进出口商品检验法实施条例》； |
| | （四）《中华人民共和国农业转基因生物安全管理条例》； |
| | （五）《中华人民共和国国家质量监督检验检疫总局和和俄罗斯联邦农业部关于俄罗斯联邦小麦输入中华人民共和国植物检疫要求议定书》（2017年11月1日在北京签署）。 |
| | 二、允许进境的商品名称 |
| | 用于加工的春小麦籽实，不作种植用途。 |
| | 三、允许的产地 |
| | 仅限于俄罗斯车里雅宾斯克州、鄂木斯克州、新西伯利亚州、阿尔泰边疆区、克拉斯诺雅尔斯克边疆区和阿穆尔州。上述六个地区被认为没有发生中方关注的小麦矮腥黑穗病和印度腥黑穗病。 |

| | 五、装运前要求 |
| | （一）产地管理。 |
| | 俄方应按国际植物保护公约有关标准对中方关注的检疫性有害生物实施监测，并采取综合防治措施。应中方要求，俄方应向中方提供上述所有的监测结果和防治信息。俄方应采取一切降低风险的措施，防止中方关注的有害生物随输华小麦传入中国。 |
| | 如果发现小麦矮腥黑穗病菌，俄方应立即通知中方，并暂停生产小麦的州（区）小麦输华。 |
| | （二）注册登记要求。 |
| | 俄方应对输华小麦的种植生产企业和出口存放企业实施注册登记，确保符合相关植物检疫条件，在通过检查并确认符合条件后，向中方提供推荐名单，中方审核确认后予以注册登记。注册登记名单在国家质检总局动植司网站实时更新。 |
| | （三）储运及出口前要求。 |
| | 输华小麦储存、运输或出口前，应采取适当的过筛清杂等措施，以去除土壤、植物残体、杂草种子及其他外来物质。在储存和运输过程中，输华小麦不得与冬小麦和第三条所列产区外其它产区的小麦混存混运。 |
| | 输华小麦应采取车辆、集装箱、船舶等粮食专用工具运输；输华袋装小麦不限运载工具。运输途中应采取防粮食撒漏、密封等措施，运输工具应符合植物检疫要求。 |
| | （四）出口前要求。 |
| | 俄方应在小麦输华前对其进行官方检验检疫。如发现检疫性有害生物或其他违规情况，应采取熏蒸、消毒、除杂等有效处理措施。 |
| | 完成出口检验检疫后，俄方主管机构出具符合国际植物保护组织的植物检疫证书，并在附加声明中注明：“该批小麦符合《俄罗斯联邦小麦输入中华人民共和国植物检疫要求议定书》的要求。” 同时标明来源产区（州和或边疆区）、出口存放地点、出口存放企业名称等信息。 |
| | 俄方应提前向中方提供植物检疫证书统一填写样本，以便确认和备案核查。 |
| | 六、进境要求 |
| | 进境小麦应当符合《中华人民共和国进出境动植物检疫法》及其实施条例、《中华人民共和国食品安全法》及其实施条例、《中华人民共和国进出口商品检验法》及其实施条例、《中华人民共和国农业转基因生物安全管理条例》等法律法规、相关标准以及相关规定的要求。
