All relevant enterprises: 各有关企业:
For the purposes of raising the energy-conservation level of passenger vehicles, accelerating the development of new energy vehicles, easing energy and environmental pressure, and developing a permanent mechanism of market-oriented development of energy conservation and new energy vehicles, on September 27, 2017, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine issued the Measures for the Parallel Administration of Credit Points for Average Fuel Consumption and New Energy Vehicles of Passenger Vehicle Enterprises (hereinafter referred to as the "Credit Point Measures"), which shall come into force on April 1, 2018. In order to effectively administer the average fuel consumption of passenger vehicle enterprises in 2016 and 2017, the relevant matters are hereby announced as follows: 为提升乘用车节能水平,加快发展新能源汽车,缓解能源和环境压力,建立节能与新能源汽车市场化发展长效机制,2017年9月27日,工业和信息化部、财政部、商务部、海关总署、质检总局发布了《乘用车企业平均燃料消耗量与新能源汽车积分并行管理办法》(以下简称《积分办法》),将于2018年4月1日起实施。为做好2016年度、2017年度乘用车企业平均燃料消耗量管理工作,现就有关事项通知如下:
I. The computing of the credit points for average fuel consumption and new energy vehicles of passenger vehicle enterprises in 2016 and 2017 shall be rendered. See the Annex for the method to calculate credit points.   一、对乘用车企业2016年度、2017年度平均燃料消耗量和新能源汽车积分实施核算。积分计算方法见附件。
II. The Ministry of Industry and Information Technology shall, in conjunction with relevant departments, issue annual reports on the computing of the credit points for average fuel consumption and new energy vehicles of passenger vehicle enterprises after rendering and confirming the computing.

   二、工业和信息化部会同相关部门对乘用车企业平均燃料消耗量积分和新能源汽车积分核算确认后,发布年度乘用车企业平均燃料消耗量与新能源汽车积分核算情况报告。
