| Article 1 For the purposes of regulating the safety assessment of new technologies and applications for Internet news information services, safeguarding national security and public interest, and protecting the lawful rights and interests of citizens, legal persons and other organizations, these Provisions are hereby developed in accordance with the Cybersecurity Law of the People's Republic of China and the Provisions for the Administration of Internet News Information Services. | | 第一条 为规范开展互联网新闻信息服务新技术新应用安全评估工作，维护国家安全和公共利益，保护公民、法人和其他组织的合法权益，根据《中华人民共和国网络安全法》《互联网新闻信息服务管理规定》，制定本规定。 |
| Article 2 These Provisions shall apply to the safety assessment of new technologies and applications for Internet news information services organized and conducted by the Cyberspace Administration of China and the local cyberspace administrations of provinces, autonomous regions, and municipalities directly under the Central Government. | | 第二条 国家和省、自治区、直辖市互联网信息办公室组织开展互联网新闻信息服务新技术新应用安全评估，适用本规定。 |
| For the purpose of these Provisions, the “new technologies and applications for Internet news information services” (hereinafter referred to as “new technologies and applications”) means the innovative applications (including functions and application forms) used to provide Internet news information services as well as the relevant supporting technologies. | | 本规定所称互联网新闻信息服务新技术新应用（以下简称“新技术新应用”），是指用于提供互联网新闻信息服务的创新性应用（包括功能及应用形式）及相关支撑技术。 |
| For the purpose of these Provisions, the “safety assessment of new technologies and applications for Internet news information services” (hereinafter referred to as the “safety assessment of new technologies and applications”) means the activities of determining the assessment grade according to the nature of news media or public opinion or capability of social mobilization of new technologies and applications as well as the safety risks of information content arising therefrom, and conducting an examination and assessment of the information safety management system and technical support measures thereof. | | 本规定所称互联网新闻信息服务新技术新应用安全评估（以下简称“新技术新应用安全评估”），是指根据新技术新应用的新闻舆论属性、社会动员能力及由此产生的信息内容安全风险确定评估等级，审查评价其信息安全管理制度和技术保障措施的活动。 |
| Article 3 If Internet news information service providers intend to adjust or increase new technologies and applications, they shall establish and improve the information safety management system and have safe and controllable technical support measures, and they may not issue or disseminate any information content prohibited by any law or administrative regulation. | | 第三条 互联网新闻信息服务提供者调整增设新技术新应用，应当建立健全信息安全管理制度和安全可控的技术保障措施，不得发布、传播法律法规禁止的信息内容。 |
| Article 4 The Cyberspace Administration of China shall be responsible for the safety assessment of the new technologies and applications throughout the country. The local cyberspace administrations of the provinces, autonomous regions, and municipalities directly under the Central Government shall be responsible for the safety assessment of the new technologies and applications within their own administrative regions. | | 第四条 国家互联网信息办公室负责全国新技术新应用安全评估工作。省、自治区、直辖市互联网信息办公室依据职责负责本行政区域内新技术新应用安全评估工作。 |
| The Cyberspace Administration of China and the local cyberspace administrations of provinces, autonomous regions, and municipalities directly under the Central Government may authorize a third-party institution to undertake the specific implementation work of the safety assessment of new technologies and applications. | | 国家和省、自治区、直辖市互联网信息办公室可以委托第三方机构承担新技术新应用安全评估的具体实施工作。 |
| Article 5 The industrial organizations and professional institutions related to the safety assessment of new technologies and applications are encouraged and supported in strengthening self-regulation and establishing and improving the systems for the appraisal of safety assessment service quality and credit and ability announcements, so as to promote the standard development of the industry. | | 第五条 鼓励支持新技术新应用安全评估相关行业组织和专业机构加强自律，建立健全安全评估服务质量评议和信用、能力公示制度，促进行业规范发展。 |
Article 6 Internet news information service providers shall establish and improve the management and guarantee systems for the safety assessment of new technologies and applications, independently organize and conduct the safety assessment according to the requirements of these Provisions, provide necessary cooperation with the Cyberspace Administration of China and the local cyberspace administrations of provinces, autonomous regions and municipalities directly under the Central Government in safety assessment, and complete rectifications in a timely manner.
