| The establishment of Xiong'an New Area in Hebei is a significantly historic and strategic choice made by the CPC Central Committee with comrade Xi Jinping as the core, is a significant decision and arrangement for further promoting the coordinated development of Beijing-Tianjin-Hebei, and is of great practical significance and far-reaching historical significance. Actively supporting the planning and construction of Xiong'an New Area in Hebei is a specific move of the administrations for industry and commerce and market regulatory departments to effectively implement the decision and arrangement of the CPC Central Committee and the Central Government and an important measure for promoting the reform and development of the industry and commerce as well as market supervision. Under the principle of reform, innovation and implementation of pilot programs, the following support opinions are offered according to the planning and development needs of Xiong'an New Area and based on the functions of industry and commerce administration. | | 设立河北雄安新区，是以习近平同志为核心的党中央作出的一项重大的历史性战略选择，是深入推进京津冀协同发展的一项重大决策部署，具有重大现实意义和深远历史意义。积极支持河北雄安新区规划建设，是工商和市场监管部门落实中央决策部署的具体行动，是推进工商和市场监管事业改革发展的重要举措。根据雄安新区规划建设需要，立足工商行政管理职能，本着改革创新、先行先试的原则，提出如下支持意见： |
| I. The signs “Xiong'an” shall be given special protection in the approval of enterprise names according to the law. | | 一、依法将“雄安”字样在企业名称核准中予以特殊保护。 |
| II. The administrations for industry and commerce and market regulatory departments of Xiong'an New Area may use “Hebei Xiong'an” as an administrative division; and by reference to the relevant provisions on the administration of the registration of administrative divisions in enterprise names, the enterprises domiciled in Xiong'an New Area may register their names containing the signs “Hebei Xiong'an.” | | 二、雄安新区工商和市场监管部门可以将“河北雄安”作为行政区划使用，参照企业名称行政区划登记管理有关规定，住所在雄安新区的企业可以冠以“河北雄安”字样。 |
| III. The administrations for industry and commerce and market regulatory departments in Xiong'an New Area shall be granted the power of registration administration of the foreign-funded enterprises. | | 三、授予雄安新区工商和市场监管部门外商投资企业登记管理权限。 |
IV. Xiong'an New Area shall be supported in optimizing the scope and method of business registration of enterprises. For the emerging industries or specific business items which have not been regulated in the Industrial Classification of National Economic Activities, enterprises may file applications by reference to policy documents, trade practices, professional literatures, etc.
