| Article 1 This Regulation is developed for the purpose of raising funds from the society for the socialist modernization construction. | | 第一条 为了筹集社会资金，进行社会主义现代化建设，制定本条例。 |
| Article 2 Treasury bills shall be issued to individual residents, individual industrial and commercial households, enterprises, public institutions, government agencies, social organizations, and other organizations. | | 第二条 国库券的发行对象是：居民个人、个体工商户、企业、事业单位、机关、社会团体和其它组织。 |
| Article 3 Treasury bills shall be denominated in Renminbi yuan. | | 第三条 国库券以人民币元为计算单位。 |
Article 4 The quantity, interest rate, and repayment period, among others, of treasury bills to be issued each year shall, once determined by the State Council, be announced by the Ministry of Finance.
