| Announcement on Matters concerning the Registration of Foreign-Funded Enterprises | | 关于外商投资企业注册登记有关事宜的公告 |
For the purposes of implementing the reform of foreign investment administration nationwide and promoting the comprehensive implementation of the pre-establishment national treatment plus negative list management system, the Ministry of Commerce has issued the Interim Measures for the Recordation Administration of the Formation and Modification of Foreign-Funded Enterprises (No. 3 [2016], Ministry of Commerce, hereinafter referred to as the Recordation Measures”). Under the Recordation Measures, if the formation or modification of a foreign-funded enterprise does not involve special access management measures for foreign investment, it shall be subject to recordation instead of approval; and after the completion of recordation, the foreign-funded enterprise may obtain from the recordation authority a Recordation Receipt for the Formation of a Foreign-Funded Enterprise or a Recordation Receipt for the Modification of a Foreign-Funded Enterprise. To effectively conduct the transition and implementation work on the reform, the matters concerning the customs registration of foreign-funded enterprises are hereby announced as follows:
