The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council, and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
China's state-level new areas (hereinafter referred to as the ‘new areas') are comprehensive functional platforms that undertake the country's strategic tasks of major developments, as well as reform and opening-up. Since 1990s, the new areas have made remarkable achievements in construction and development. However, they have, to varying degrees, been encountering certain problems and difficulties, such as inadequate attention to intensive and economical use of resources in construction plans, lack of distinct advantages in leading industries, lack of sound management systems or mechanisms, and lack of depth in reform, innovation and all-round opening-up. For the purposes of supporting the new areas in promoting innovation and entrepreneurship, strengthening systemic integration of reform measures, advancing opening-up to a higher level, establishing solid footholds for the real economy, and providing guidance to high-quality development, with the consent of the State Council, the Opinions are hereby offered as follows: 国家级新区(以下简称新区)是承担国家重大发展和改革开放战略任务的综合功能平台。自上世纪90年代以来,新区建设发展取得了显著成效,但也不同程度地面临规划建设不够集约节约、主导产业优势不够突出、管理体制机制不够健全、改革创新和全方位开放不够深化等问题。为促进新区加大创新创业力度,加强改革系统集成,扩大高水平开放,打造实体经济发展高地,引领高质量发展,经国务院同意,现提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology (一)指导思想。
With Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, the new areas shall comprehensively implement the spirit of the 19th CPC National Congress and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, remain committed to the general principle of pursuing progress while maintaining stability, keep to the new development concept, and continue to regard supply-side structural reform as the primary task. The new areas shall focus on planning at a high starting point, construction by high standards, high-level opening-up, and high-quality development. They shall also, through reform and through market-oriented and law-based approaches, go all-out to build up new momentum, stimulate new vitality, and develop new advantages. Furthermore, the new areas shall strive to become pioneers in high-quality development, new footholds for reform and opening-up, and new trend-setters in urban construction. 以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大和十九届二中、三中、四中全会精神,坚持稳中求进工作总基调,坚持新发展理念,坚持以供给侧结构性改革为主线,突出高起点规划、高标准建设、高水平开放、高质量发展,用改革的办法和市场化、法治化的手段,大力培育新动能、激发新活力、塑造新优势,努力成为高质量发展引领区、改革开放新高地、城市建设新标杆。
2. Basic principles (二)基本原则。
- Continuously improving competitive strengths based on the real economy: Putting the high-quality development of the manufacturing industry in a prominent place, deepening the supply-side structural reform, adapting to international standards and development trends, following the market-oriented principles, fostering and revolving around leading industries, making breakthroughs in a number of core technologies, cultivating new business forms and new modes, promoting the replacement of old drivers of growth with new ones, and developing strong and excellent enterprises in the real economy. --实体为本,持续增强竞争优势。把推动制造业高质量发展放在突出位置,深化供给侧结构性改革,对接国际标准,适应发展趋势,遵循市场化原则,科学培育并紧紧围绕主导产业,突破一批关键核心技术,培育新业态新模式,促进新旧动能顺畅转换,做实做强做优实体经济。
- Pushing through institutional reforms in the new areas and accelerating the improvement of systems and mechanisms: Persisting in promoting development through reform and innovation, conferring more autonomy in carrying out reforms on the new areas, leveraging their advantages as comprehensive functional platforms, strengthening efforts to explore systemic integration of reform measures, consolidating the reform efforts in removing institutional barriers and strengthening policy-related innovations, focusing on coordinated progress of various reform measures, and seeking to translate institutional advantages into governance efficiency. --刀刃向内,加快完善体制机制。坚持向改革创新要动力,赋予新区更大改革自主权,发挥综合功能平台优势,加强改革系统集成探索,巩固在解决体制性障碍、机制性梗阻和强化政策性创新等方面取得的改革成果,注重各项改革协调推进、相得益彰,推动制度优势转化为治理效能。
- Improving the level of openness by learning from past experiences and international standards: Encouraging the new areas to take the lead in duplicating the pilot free trade zones' experiences in reform and opening-up, learning from international rules and standards, actively participating in global division of labor, making greater efforts to advance overall and high-level opening-up on a larger scale and in more areas, and constantly improving the new areas' influence and competitiveness in the international market. --主动对标,全面提升开放水平。支持新区率先复制自贸试验区改革开放经验,对接国际先进规则,深度参与全球产业分工,在更深层次、更宽领域,以更大力度推进全方位高水平开放,不断提升国际市场影响力和竞争力。
- Respecting rules and properly controlling the development pace: Showing patience to the projects of historic importance and maintaining strategic focus, and promoting the planning and construction of the new areas with superior quality and high standards, setting the right targets, laying stress on advantages and distinctive features, properly handling the relations between dos and don'ts, between acting first and acting last, and between acting fast and acting slow, respecting the rules of urban development, properly managing the development pace, promoting the green and low-carbon development, and resolutely preventing disorderly construction and urban sprawl. --尊重规律,合理把握开发节奏。保持历史耐心和战略定力,高质量高标准推动新区规划建设。准确定位、突出优势和特色,处理好有所为与有所不为、先为与后为、快为与慢为的关系,尊重城市发展规律,合理把握开发节奏,促进绿色低碳发展,坚决防止盲目建设和无序扩张。
II. Improving the capability of technological innovations in key fields   二、着力提升关键领域科技创新能力
3. Creating several innovative platforms with strong competitiveness: An innovation-driven development strategy shall be implemented. Greater integration between technologies and economic development shall be promoted, and major technological innovations may encourage people to start up new businesses and create innovative products, and vice versa. Shanghai Zhangjiang Comprehensive National Science Center, and Tianjin National Innovation Demonstration Area shall be built with high standards, and the dynamism of Tianjin Binhai-Zhongguancun Science and Technology Park, Chengdu Science City and other innovation-based platforms shall be further unleashed. Universities and scientific and technological institutes shall be encouraged to give priority to the new areas in setting up scientific research centers and R&D institutions. Major national strategic projects and technological innovation 2030 projects shall initially be deployed in the new areas that meet certain conditions. The establishment of public service platforms for collaboration on innovations between leading industries and engineering data centers shall be supported, and large scientific facilities and national science and technology bases shall be established. Excellent innovative enterprises shall be encouraged to blaze the trail in co-building an innovation community with universities, scientific and research institutes, and upstream and downstream enterprises on the supply chain, establishing manufacturing innovation centers, and striving to make breakthroughs in resolving bottlenecks in major technologies and products by revolving around competitive industries and leading industries, and targeting at international cutting-edge technologies. (三)打造若干竞争力强的创新平台。深入实施创新驱动发展战略,促进科技与经济深度融合,重大科技创新和大众创业万众创新相互推动。高水平建设上海张江综合性国家科学中心、天津国家自主创新示范区,进一步释放天津滨海-中关村科技园、成都科学城等创新平台活力。鼓励高校、科研院所优先在新区设立科研中心、研发机构等,国家重大战略项目、科技创新-2030重大项目等优先在有条件的新区布局,鼓励建设主导产业协同创新公共服务平台和工程数据中心,建设国家大科学装置和国家科技创新基地。鼓励由优秀创新型企业牵头,与高校、科研院所和产业链上下游企业联合组建创新共同体,建设制造业创新中心,围绕优势产业、主导产业,瞄准国际前沿技术强化攻关,力争在重大“卡脖子”技术和产品上取得突破。
4. Improving the mechanism of stimulating innovation and protecting scientific and technological achievements: The mechanism of stimulating and enabling the commercialization of scientific and technological achievements shall be enhanced. Scientific research institutions in the new areas shall be supported in conducting a pilot program of conferring the ownership or long-term use of job-related scientific and technological achievements on researchers. Income distribution policy based on the principle of increasing the value of knowledge shall be implemented, and recruitment of talented personnel and review of professional titles shall be conducted independently. The mechanism of creating, applying, managing and protecting intellectual property rights shall be improved. Work forces in protection, operation services, enforcement assistance, and arbitration for intellectual property rights shall be increased. Enterprises shall be encouraged to participate in market competitions with their intellectual property rights, and a number of leading enterprises with famous brands and core intellectual property rights shall be established.

 (四)完善创新激励和成果保护机制。健全科技成果转化激励机制和运行机制,支持新区科研机构开展赋予科研人员职务科技成果所有权或长期使用权试点,落实以增加知识价值为导向的分配政策,自主开展人才引进和职称评审。健全知识产权创造、运用、管理、保护机制,加强知识产权保护、运营服务、维权援助、仲裁等工作力量,鼓励和支持企业运用知识产权参与市场竞争,打造一批拥有知名品牌和核心知识产权的优势企业。
