| Promoting entrepreneurship and innovation among all the people is an important way of enhancing the new drive for development, promoting social employment, and improving development quality and benefits, and an important support for implementing the innovation-driven development strategy. The State Council has issued in succession a series of important supportive policies and measures, which pay a key role in the stable and fast development of economy. Currently, a group of makerspaces with highlights, potential and characteristics emerge all over the country, and have become important positions for entrepreneurship and innovation among all the people and places gathering innovators and entrepreneurs, presenting a good momentum of prosperous development. In order to maximize the enthusiasm and creativity of all kinds of innovation subjects, play the leading and driving role of scientific and technological innovation, closely connect with the real economy, and effectively support China's economic restructuring and industrial transformation and upgrading, it is necessary to continue promoting the development of makerspaces in depth and breadth, intensify the collaborative innovation of enterprises, scientific research institutions and institutions of higher education in manufacturing industry, modern service industry and other key industries and fields, and accelerate the construction of a number of makerspaces. With the approval of the State Council, the following opinions on accelerating makerspace development are hereby offered. | | 推进大众创业万众创新是增强发展新动能、促进社会就业、提高发展质量效益的重要途径，是实施创新驱动发展战略的重要支撑，国务院陆续出台了一系列重要支持政策和举措，为经济平稳较快发展发挥了关键作用。当前，全国各地涌现出一批有亮点、有潜力、有特色的众创空间，已经成为大众创业万众创新的重要阵地和创新创业者的聚集地，呈现蓬勃发展的良好势头。为充分发挥各类创新主体的积极性和创造性，发挥科技创新的引领和驱动作用，紧密对接实体经济，有效支撑我国经济结构调整和产业转型升级，需要继续推动众创空间向纵深发展，在制造业、现代服务业等重点产业领域强化企业、科研机构和高校的协同创新，加快建设一批众创空间。经国务院同意，现就加快众创空间发展提出以下意见。 |

| All relevant departments shall promote the professional development of makerspaces, provide low-cost, all-round, and professional services for implementing the innovation-driven development strategy and promoting entrepreneurship and innovation among all the people, release to a greater extent the innovation and entrepreneurship activities of the whole society, accelerate the transformation of scientific and technological achievements to practical productive forces, and enhance the new momentum of the development of real economy; and, through the collaboration of leading enterprises, micro, small and medium-sized enterprises, scientific research institutes, institutions of higher education, makers and many other parties, create the makerspaces closely integrating production, learning, scientific research and practical application, attract more scientific and technological personnel to devote to the scientific and technological innovation and entrepreneurship, promote the efficient configuration and effective integration of various innovation elements such as talent, technology, and capital, among others, promote the in-depth integration of industry chain and innovation chain, and keep improving the capabilities and levels of serving innovation and entrepreneurship. | | 促进众创空间专业化发展，为实施创新驱动发展战略、推进大众创业万众创新提供低成本、全方位、专业化服务，更大释放全社会创新创业活力，加快科技成果向现实生产力转化，增强实体经济发展新动能。通过龙头企业、中小微企业、科研院所、高校、创客等多方协同，打造产学研用紧密结合的众创空间，吸引更多科技人员投身科技型创新创业，促进人才、技术、资本等各类创新要素的高效配置和有效集成，推进产业链创新链深度融合，不断提升服务创新创业的能力和水平。 |
| First, whole-process supporting services. The opening and sharing and efficient configuration of industry chain resources shall be achieved by providing innovators and entrepreneurs with industrial design, inspection and testing, model processing, intellectual property, patent standard, pilot production, product promotion and other services related to research and development (“R&D”), manufacturing and sales. | | 一是配套支持全程化。通过为创新创业者提供工业设计、检验检测、模型加工、知识产权、专利标准、中试生产、产品推广等研发、制造、销售相关服务，实现产业链资源开放共享和高效配置。 |
| Second, personalized innovative services. | Third, professional entrepreneurship counseling. Through the gathering of a group of entrepreneurship mentors and training institutions familiar with industrial fields, and conducting entrepreneurial trainings and holding various entrepreneurial activities, innovators and entrepreneurs shall be provided with entrepreneurship counseling services more suitable for industrial characteristics, the professional quality and capabilities of innovators and entrepreneurs shall be improved, and more innovative talents adaptive to economic transformation and upgrading shall be cultivated. | | 三是创业辅导专业化。通过凝聚一批熟悉产业领域的创业导师和培训机构，开展创业培训，举办各类创业活动，为创新创业者提供更加适合产业特点的创业辅导服务，提高创新创业者的专业素质和能力，培养更多适应经济转型升级的创新人才。 |

| First, adhering to playing the decisive role of market in resource allocation. All relevant parties shall make full use of the Internet and other new-generation information technologies to make innovation resources open to entrepreneurs, reduce innovation and entrepreneurship costs, strengthen the connection of innovation chain with industry chain and capital chain, and enable market to evaluate scientific and technological achievements. | | 一是坚持发挥市场配置资源的决定性作用。要充分利用互联网等新一代信息技术，向创业者开放创新资源，降低创新创业成本，加强创新链与产业链、资金链的对接，让市场对科技成果作出评价。 |
| Second, adhering to the leading role of scientific and technological innovation. All relevant parties shall center on the transfer and transformation of scientific and technological innovation, expand the source supply for entrepreneurship and innovation among all the people, promote scientific and technological innovation and entrepreneurship, and make scientific and technological personnel the main driving force for innovation and entrepreneurship. | | 二是坚持科技创新的引领作用。要以科技成果转移转化为重点，扩大“双创”的源头供给，推动科技型创新创业，使科技人员成为创新创业的主力军。 |
| Third, adhering to serving and supporting the development of the real economy. All relevant parties shall, in combination with “Internet Plus” action plan, “Made in China 2025” and big data development action, among others, drive leading and backbone enterprises to make reform and innovation in terms of R&D, production, marketing, service, and management, among others, accelerate the development of “manufacturing + service” intelligent factory model, cultivate more dynamic micro, small and medium-sized enterprises, inject new technologies, new equipment and new models into economic development, cultivate new business types, and give birth to new industries. | | 三是坚持服务和支撑实体经济发展。要与“互联网＋”行动计划、“中国制造2025”、大数据发展行动等相结合，促进龙头骨干企业在研发、生产、营销、服务、管理等方面改革创新，加快发展“制造＋服务”的智能工厂模式，培育更多富有活力的中小微企业，为经济发展注入新技术、新装备、新模式，培育新业态，催生新产业。 |

(3) Developing makerspaces in key industries and fields. All relevant parties shall conduct pilot programs primarily in electronic information, biotechnology, modern agriculture, high-end equipment manufacturing, new energy, new materials, energy conservation and environmental protection, medicine and health, cultural creativity, modern service and other industries and fields, and, with respect to the industrial needs and common technical difficulties in the industries, establish makerspaces in segmented fields.
