| The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: | | 各省、自治区、直辖市人民政府，国务院各部委、各直属机构： |
| Upon research and deliberation, the State Council has decided to cancel 61 professional qualification licensing and certification items, which are hereby issued. At the same time, it is suggested to cancel one professional qualification licensing and certification item established in accordance with the relevant laws. The State Council will, under legal procedures, submit a request to the Standing Committee of the National People's Congress of the People's Republic of China for the revision of the provisions of the relevant laws. | | 经研究论证，国务院决定取消61项职业资格许可和认定事项，现予公布。同时，建议取消1项依据有关法律设立的职业资格许可和认定事项，国务院将依照法定程序提请全国人民代表大会常务委员会修订相关法律规定。 |
All localities and all departments shall effectively transform the administration concepts and administration modes, strengthen the evaluation and inspection on professional qualifications, establish the interim and ex post regulation mechanisms, create an environment for better stimulating talent development, and promote business startups and technological innovation by the general public. The Ministry of Human Resources and Social Security shall, in conjunction with the relevant departments, spare no time in developing and issuing the category of professional qualifications of the state and make dynamic adjustments, and may not conduct professional qualification licensing and certification beyond the catalogue, so as to gradually establish the scientific and reasonable professional qualification system of the state, and enable vast laborers to better exercise their capabilities of entrepreneurship and innovation.
