| Scheme for Accelerating Integration and Optimization of Areas Under Special Supervision by the Customs | | 加快海关特殊监管区域整合优化方案 |
| Areas Under Special Supervision by the Customs are pilot areas for the development of an open economy in China, and are also agglomerations for systemic transformation and upgrading of processing trade, which have made positive contribution to accommodating international industrial transfer, promoting coordinated regional economic development, promoting foreign trade, increasing employment, etc. Presently, deepening reform and opening wider to the outside world have made higher requirement for the development of Areas Under Special Supervision by the Customs. To accelerate integration and optimization of Areas Under Special Supervision by the Customs, and to promote scientific development of Areas Under Special Supervision by the Customs, this Scheme has been formulated. | | 海关特殊监管区域是我国开放型经济发展的先行区，是加工贸易转型升级的集聚区，为承接国际产业转移、推进区域经济协调发展、促进对外贸易和扩大就业等作出了积极贡献。当前，深化改革扩大开放对海关特殊监管区域发展提出了新的更高要求。为加快海关特殊监管区域整合优化，促进海关特殊监管区域科学发展，制定本方案。 |
| I. General Requirement | | 一、总体要求 |
| 1. Guiding ideology: | | （一）指导思想。 |
| In in-depth implementation of the spirit of the 18th National Congress of the Communist Party of China (CPC) and the 2nd, 3rd and 4th Plenary Sessions of the 18th CPC Central Committee, and in accordance with the relevant decisions and plans of the CPC Central Committee and the State Council, the new normal of economic development shall be actively met, and, closely in accordance with national strategies, there shall be emancipation of mind, reform and innovation, streamlining of administration and devolution of power, shift of functions, administration by law, strengthening of regulation, improvement of service provision and promotion of development, to accelerate integration and optimization of Areas Under Special Supervision by the Customs, promote innovation and upgrading of Areas Under Special Supervision by the Customs, and improve the quality and efficiency of development. | | 深入贯彻落实党的十八大和十八届二中、三中、四中全会精神，按照党中央、国务院决策部署，主动适应经济发展新常态，紧紧围绕国家战略，解放思想、改革创新，简政放权、转变职能，依法行政、强化监管，优化服务、促进发展，加快海关特殊监管区域整合优化，推动海关特殊监管区域创新升级，提高发展质量和效益。 |

| Strengthening of endogenous power of scientific development: There shall be improvement of policies, innovation of systems, extension of functions and optimization of management, to develop an internationalized and market-oriented environment with the rule of law, to prompt enterprises based in Areas Under Special Supervision by the Customs to participate in international market competition, to better provide services for the development of an open economy, reform and opening up, and to promote simultaneous qualitative and quantitative improvement of Areas Under Special Supervision by the Customs. | | 增强科学发展内生动力。完善政策、创新制度、拓展功能、优化管理，营造国际化、市场化、法治化环境，促进区内企业参与国际市场竞争，更好地服务外向型经济发展和改革开放，推动海关特殊监管区域量质并举。 |
| Promotion of systemic transformation and upgrading of processing trade: The industrial structure shall be optimized, with promotion of gradient transfer of processing trade onto west central China and northeast China, and concentration of it onto Areas Under Special Supervision by the Customs, in bringing into full play the role of Areas Under Special Supervision by the Customs in coordinating international and domestic markets and international and domestic resources. | | 促进加工贸易转型升级。优化产业结构，推进加工贸易向中西部和东北地区梯度转移、向海关特殊监管区域集中，充分发挥海关特殊监管区域统筹国际国内两个市场、两种资源的作用。 |
| Bringing into play the role of Areas Under Special Supervision by the Customs in agglomeration of essential factors, and their spin-off effect and driving role: Areas Under Special Supervision by the Customs shall serve the initiative on the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and implementation of major national strategies including coordinated development of Beijing, Tianjin and Hebei and the Yangtze River Economic Zone, to promote coordinated regional economic development. | | 发挥要素集聚和辐射带动作用。服务“一带一路”、京津冀协同发展和长江经济带等重大国家战略实施，促进区域经济协调发展。 |

| Adherence to orientation by the market: The decisive role of the market in the distribution of resources shall be brought into full play, and the principal status of enterprises shall be respected, to push enterprises to make a use of both international and domestic markets and both international and domestic resources, and to foster a fair, open and convenient market environment. | | 坚持市场导向。充分发挥市场在资源配置中的决定性作用，尊重企业的主体地位，促进企业按照市场规律利用国际国内两个市场、两种资源，培育公平、开放、便利的市场环境。 |
| Adherence to orientation by issues: Major contradictions and outstanding issues existing in development shall be grasped, with taxonomic application of policies thereon, with comprehensive coordination, and with driving by innovation, to enable Areas Under Special Supervision by the Customs to keep meeting new development and requirement. | | 坚持问题导向。抓住发展中存在的主要矛盾和突出问题，分类施策、综合协调、创新驱动，使海关特殊监管区域不断适应新的发展和需求。 |
| Adherence to orientation by the Rule of Law: Systems of laws and regulations suitable for the development of Areas Under Special Supervision by the Customs shall be established and made complete, with realization of coordination between development of the Rule of Law and innovative development, and with promotion of the level of systematization, standardization and scientification of management thereof. | | 坚持法治导向。建立健全与海关特殊监管区域发展要求相适应的法律法规体系，实现法治建设和创新发展相衔接，提升管理的制度化、规范化、科学化水平。 |
| Adherence to orientation by efficacy: The megatrend of development shall be firmly grasped, with adherence to seeking progress amid stability, with acceleration of shift of government functions, and with optimization of guidance and service provision. Management mechanisms for protecting intellectual property rights, maintaining quality safety, promoting compliance and facilitation and maintaining fairness that reward good performance and punish poor outcomes, and that are interconnected and are mutually accessible shall be established, to create a better environment for the development of Areas Under Special Supervision by the Customs. | | 坚持效能导向。牢牢把握发展大势，坚持稳中求进，加快政府职能转变，优化指导和服务；建立保护知识产权、维护质量安全、促进守法便利、维护公平、奖优惩劣、互联互通的管理机制，为海关特殊监管区域发展营造更好的环境。 |
| 4. Key tasks | | （四）重点任务。 |
| Innovation of systems: The successful experience in the innovation of systems of Pilot Free Trade Zones shall be referred to, and the operation procedure shall be further optimized, with innovation of management models, to raise the efficacy of management, and to arouse vigor and vitality of enterprises. | | 创新制度。借鉴自由贸易试验区创新制度的成功经验，进一步优化作业流程，创新管理模式，提高管理效能，激发企业活力。 |
| Unification of categories: The characteristics and needs of different regions in economic development shall be taken into overall consideration, with measures adjusted to local conditions, and with acceleration of integration of stock assets. In keeping with implementation of the Execution Scheme for Boosting Urbanization for Promoting Resettlement of 100 Million Rural Emigrants Into Urban Areas, Transforming Shanty Towns and Villages in Urban Areas Housing 100 Million People, and Leading 100 Million People to Develop Urbanization in the Nearest Vicinity, eligible large and medium-sized cities in west central China and northeast China shall be supported in establishing Comprehensive Bonded Areas. The supervisory models of the various types of Areas Under Special Supervision by the Customs shall be gradually unified, with standardization of the policies of Areas Under Special Supervision by the Customs. | | 统一类型。统筹考虑不同地区经济发展特点和需求，因地制宜，加快存量整合。结合实施《推进“三个1亿人”城镇化实施方案》，支持中西部和东北地区符合条件的大中城市设立综合保税区。逐步统一各类海关特殊监管区域的监管模式，规范海关特殊监管区域政策。 |
| Extension of functions: On the basis of vigorous development of the high-end manufacturing industry, development of industries in Areas Under Special Supervision by the Customs shall be promoted toward the high end of the industrial chain including research and development, logistics distribution, sales, repair and remanufacturing, to increase value added, to promote development of new technology, new products, new forms of business and new business models, and to promote systemic transformation, upgrading and diversified development of industries in Areas Under Special Supervision by the Customs. | | 拓展功能。在大力发展高端制造业的基础上，促进区内产业向研发、物流、销售、维修、再制造等产业链高端发展，提升附加值，促进新技术、新产品、新业态、新商业模式发展，促进海关特殊监管区域产业转型升级和多元化发展。 |
Standardization of management: Access and exit mechanisms shall be practically implemented, with adherence to establishment of Areas Under Special Supervision by the Customs in accordance with demand, moderate control over increment, integration and optimization of assets in stocks and standardization of operation management. Land management policies shall be strictly implemented, with promotion of the rate of land use and efficiency of comprehensive operation of land. Where the rate of land use is low and the efficiency of operation of land is poor, rectification and improvement shall be ordered, and the area of land for use under permission shall be reduced upon verification or the permission for use of land shall be rescinded.
