| Announcement on the Pilot Program of Paperless Customs Clearance for the Goods Subject to Automatic Import License Administration that Are Imported from the China (Shanghai) Pilot Free Trade Zone | | 关于从中国（上海）自由贸易试验区进口的涉及自动进口许可证管理货物开展通关作业无纸化试点的公告 |
| To further deepen the reform of paperless customs clearance and actively promote the construction and development of the China (Shanghai) Pilot Free Trade Zone (“SHFTZ”), the General Administration of Customs and the Ministry of Commerce have decided to launch the pilot program of application of paperless customs clearance for the relevant goods subject to automatic import license administration that are imported from the SHFTZ. Relevant matters are hereby announced as follows: | | 为进一步深化通关作业无纸化改革，积极推进中国（上海）自由贸易试验区（以下简称自贸试验区）建设和发展，海关总署、商务部决定自2014年8月11日起，对在自贸试验区进口属于自动进口许可管理的有关货物开展通关无纸化应用试点。现将有关事项公告如下： |
I. From August 11, 2014, the goods subject to automatic import license administration that are imported from the SHFTZ in the mode of “one lot one license” may be declared to the Customs in the paperless form, except for crude oil and fuel oil. The Customs will verify the electronic data of automatic import licenses through the online inspection method for automatic import licenses. Enterprises may be exempted from submitting their automatic import paper licenses for examination, and the Customs shall no longer make endorsements in paper.
．．．．．． | | 一、自2014年8月11日起，在自贸试验区以“一批一证”方式进口属于自动进口许可管理的货物，可采用无纸方式向海关申报，但是原油、燃料油除外。海关将通过自动进口许可证联网核查方式验凭自动进口许可证电子数据，企业免于交验纸质自动进口许可证，海关不再进行纸面签注。
