In accordance with the provisions of paragraph 1 of Article 9 of the Administrative Reconsideration Law of the People's Republic of China and item (2) of Article 28 of the Regulation on the Implementation of the Administrative Reconsideration Law, where any informers that had made tip-offs on the relevant violators and required administrative organs to make investigation into and impose punishment on the relevant violations for the purpose of safeguarding their own legitimate rights and interests intend to apply for administrative reconsideration as they are dissatisfied with the handling of the matters reported or the administrative omission by administrative organs, they shall be qualified as the applicants for administrative reconsideration.
