| The bill submitted by the State Council on adjusting and improving the family planning policy has been deliberated at the 6th session of the Standing Committee of the Twelfth National People's Congress, and a resolution is hereby made as follows: | | 第十二届全国人民代表大会常务委员会第六次会议审议了国务院关于调整完善生育政策的议案，作出如下决议： |
I. We shall adhere to the basic state policy of family planning. Over the past 40-plus years, with the joint efforts of the whole nation, China has made tremendous achievements in family planning, which has controlled the excessively rapid growth of population, eased the pressure on resources and the environment, and has made great contributions to the promotion of coordinated development of economy and society, and to the guaranteeing and improvement of people's livelihood. Large population is one of the basic national conditions China is facing in a long term, we must conscientiously implement the Constitution, the Law on Population and Family Planning and other laws to promote the long-term balanced development of population.
