| The Request of the National Development and Reform Commission for Instructions on Submitting the Plan for Revitalizing and Developing the Former Central Revolutionary Bases in Jiangxi, Fujian and Guangdong Provinces (Version for Review) (No. 35 [2014], NDRC, Regional) has been received. The following official reply is hereby made: | | 发展改革委《关于报送赣闽粤原中央苏区振兴发展规划（送审稿）的请示》（发改地区〔2014〕35号）收悉。现批复如下： |
| I. The Plan for Revitalizing and Developing the Former Central Revolutionary Bases in Jiangxi, Fujian and Guangdong Provinces (hereinafter referred to as the “Plan”) is hereby approved in general. Please diligently organize the implementation thereof. | | 一、原则同意《赣闽粤原中央苏区振兴发展规划》（以下简称《规划》），请认真组织实施。 |
II. The Plan shall be implemented under the guidance of Deng Xiaoping Theory, the important thought of “Three Represents” and the Scientific Outlook on Development. The decisions and arrangements of the CPC Central Committee and the State Council shall be thoroughly carried out, and the spirit of the Several Opinions of the State Council on Supporting the Revitalization and Development of Southern Jiangxi Province and Other Former Central Revolutionary Bases (No. 21 [2012], State Council) shall be comprehensively implemented. You shall further emancipate minds, deepen reforms, expand opening-up, focus on undertaking industry transfer from coastal areas, and promote the optimization and upgrade of the industry structure. You shall particularly accelerate the building of infrastructure to strengthen the capacity to support development. You shall particularly accelerate the process of modern urbanization to promote the integrated development of urban and rural areas. You shall particularly promote the development of ecological civilization to enhance the ecological protection capacity. You shall particularly safeguard and improve people's livelihood, effectively enhance public service capacity, and make efforts to embark upon a new path of achieving the leap-forward development of underdeveloped areas to enable people in former central revolutionary bases to enjoy prosperous and happy lives as soon as possible and ensure realization of the goal of building a moderately prosperous society in all respects synchronously with other parts of the country.
．．．．．． | | 二、《规划》实施要以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入贯彻党中央、国务院各项决策部署，全面落实《国务院关于支持赣南等原中央苏区振兴发展的若干意见》（国发〔2012〕21号）精神，进一步解放思想、深化改革、扩大开放，着力承接沿海地区产业转移，推动产业结构优化升级；着力加快基础设施建设，增强发展的支撑能力；着力加快新型城镇化进程，促进城乡一体化发展；着力推进生态文明建设，提高生态保障能力；着力保障和改善民生，切实提高公共服务能力，努力走出一条欠发达地区实现跨越式发展的新路子，使原中央苏区广大人民早日过上富裕幸福的生活，确保与全国同步实现全面建成小康社会的奋斗目标。
