| Notice of the General Office of the Ministry of Commerce on Effectively Conducting the Work concerning the Application for Export Licenses of Automobiles and Motorcycles in 2020 | | 商务部办公厅关于做好2020年度汽车和摩托车出口许可申报工作的通知 |
| For the purpose of further regulating the procedures of exporting automobiles and motorcycles, in accordance with the Notice of the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the General Administration of Quality Supervision, Inspection and Quarantine, and the Certification and Accreditation Administration no Further Regulating the Procedures of Exporting Automobiles and Motorcycles (No. 318 [2012], MoC), the requirements for the application for export qualifications of automobiles and motorcycles in 2020 are notified as follows: | | 为进一步规范汽车、摩托车出口秩序，根据《商务部 工业和信息化部 海关总署 质检总局 国家认监委关于进一步规范汽车和摩托车产品出口秩序的通知》（商产发〔2012〕318号），现将2020年度汽车和摩托车出口资质申报工作有关要求通知如下： |
| I. Application materials | | 一、关于申报材料 |
| 1. An automobile or motorcycle manufacturer shall provide: | | （一）汽车和摩托车生产企业应提供： |
| 1) a completed application form (see Annexes 1 and 2); | | 1.填报完整的申请表（见附件1、2）； |
| 2) a form of overseas after-sales and maintenance service outlets and overseas factories (see Annexes 5 and 6); | | 2.境外售后维修服务网点、境外工厂情况表（见附件5、6）； |
| 3) general information on overseas after-sales service outlets and overseas factories; | | 3.境外售后维修服务网点及海外设厂总体情况说明； |
| 4) a valid ISO 9000 quality management system certificate and supporting documents on the relevant international certification from importing countries (for all-terrain vehicle manufacturers); and | | 4.全地形车生产企业提供有效的ISO9000企业质量管理体系证书和获得进口国的相关国际认证证明材料； |
| 5) supporting documents on overseas after-sales service outlets (for manufacturers that did not apply for export qualifications in 2019 and for those that apply for upgrading their class; for example, a Class-IV enterprise in 2019 plans to apply for becoming a Class-III enterprise). | | 5.未申报2019年度出口资质的生产企业、申报类级提高的生产企业（如2019年为四类企业，2020年拟申报为三类企业）需提供境外售后维修服务网点的证明材料。 |
| 2. All local competent departments of commerce shall provide: | | （二）各地商务主管部门应提供： |
| 1) general conditions of local enterprises applying for export qualifications of automobiles and motorcycles; | | 1.本地区汽车和摩托车企业申报出口资质总体情况； |
| 2) completed summary sheets for enterprises (see Annexes 3, 4, 7, and 8); and | | 2.填报完整的企业情况汇总表（见附件3、4、7、8）； |
| 3) materials related to border trade enterprises recommended by the relevant provinces and autonomous regions in border areas, as well as their export and operation for the previous year. | | 3.边境地区有关省、自治区推荐边贸企业有关材料，以及上年度所推荐边贸企业的出口经营情况。 |
| II. Relevant requirements | | 二、有关要求 |
| 1. All local competent departments of commerce shall urge enterprises to truthfully and accurately fill in the relevant information with diligent reference to the Form Filling Instructions (see Annex 9). The Ministry of Commerce shall verify the authenticity of the relevant application materials; and if any false material is found, the export qualification for automobiles or motorcycles shall be cancelled. | | （一）请各地商务主管部门敦促企业认真对照填表说明（附件9），如实准确填报相关信息。我部将对有关申报材料的真实性进行核查，如发现提供虚假材料的，将取消从事汽车或摩托车出口资格。 |
2. All local competent departments of commerce shall guide manufacturers in assessing the export of authorized enterprises for the last three years, and effectively complete the authorization work for 2020.
