| | 润滑油等矿物油系危险废物，根据《国家危险废物名录》的规定，含有或直接沾染危险废物的废弃包装物、容器亦属于危险废物。2014年10月至2015年4月，被告人白家林在未取得危险废物经营许可证的情况下，从被告人吴淑琴等人处收购沾染有矿物油、涂料废物及废有机溶剂等物的废旧包装桶，并雇佣工人清洗或者切割后出售。对于清洗废旧包装桶产生的废水，白家林指使工人倾倒在地上，通过铺设的管道排放至外环境。据查，吴淑琴先后向白家林出售沾染有润滑油的废旧包装桶共计50.5吨。 |
