Opinions of the State Council on Supporting Shanxi Province in Further Deepening Reform and Promoting the Transformation and Development of the Resource-Based Economy 

国务院关于支持山西省进一步深化改革促进资源型经济转型发展的意见

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council: 各省、自治区、直辖市人民政府,国务院各部委、各直属机构:
Shanxi province is an important energy base and old industrial base in China, a national pilot zone for overall reform for the transformation of the resource-based economy, and in an important position to forward the transformation, reform and development of the resource-based economy. Currently, China's economy develops in a new normal, representing new and higher requirements for the transformation and development of the resource-based economy. For the purposes of accelerating the resolution of deep-layer system and mechanism obstacles and structural incompatibility limiting the transformation of the resource-based economy, blazing a trail for transformation, upgrading, and innovation-driven development, endeavoring to push the reform and development of Shanxi province into a more profound and new stage, and providing system experience that can be duplicated and popularized for other resource-based regions in economic transformation, the following opinions are hereby offered. 山西省是我国重要的能源基地和老工业基地,是国家资源型经济转型综合配套改革试验区,在推进资源型经济转型改革和发展中具有重要地位。当前,我国经济发展进入新常态,对资源型经济转型发展提出了新的更高要求。为加快破解制约资源型经济转型的深层次体制机制障碍和结构性矛盾,走出一条转型升级、创新驱动发展的新路,努力把山西省改革发展推向更加深入的新阶段,为其他资源型地区经济转型提供可复制、可推广的制度性经验,现提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology. The spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee shall be comprehensively implemented, the spirit of a series of important speeches and new concepts, thoughts and strategies of managing state affairs of General Secretary Xi Jinping shall be carried out in depth, the decisions and arrangements of the CPC Central Committee and the State Council shall be conscientiously implemented, the overall layout for "economic, political, cultural, social, and ecological progress" shall be advanced in an overall manner, the Four-Pronged Comprehensive Strategy shall be forwarded in a coordinated manner, the concept of innovative, coordinated, green, open and shared development shall be firmly developed and implemented, the focus on the improvement of the quality and advantages of development and the theme of the advancement of the supply-side structural reform shall be adhered to, and the innovation-driven development strategy shall be thoroughly implemented , so as to promote the revolutions and international cooperation in energy supply, consumption, technology, and systems, develop bellwethers of the energy revolution, propel the transformation and upgrading of industries, open up further to domestic and foreign investors, improve ecological and environmental quality, make a substantial breakthrough in the transformation of the resource-based economy, and build Shanxi province into a region demonstrating the transformation and development of the resource-based economy which is fully bursting with the vitality for innovation and entrepreneurship, continues to strengthen its inherent driving force for its economic development, and makes significant achievements in the transition from old to new momentum. (一)指导思想。全面贯彻党的十八大和十八届三中、四中、五中、六中全会精神,深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略,认真落实党中央、国务院决策部署,统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,牢固树立和贯彻落实新发展理念,坚持以提高发展质量和效益为中心,以推进供给侧结构性改革为主线,深入实施创新驱动发展战略,推动能源供给、消费、技术、体制革命和国际合作,打造能源革命排头兵,促进产业转型升级,扩大对内对外开放,改善生态环境质量,实现资源型经济转型实质性突破,将山西省建设成为创新创业活力充分释放、经济发展内生动力不断增强、新旧动能转换成效显著的资源型经济转型发展示范区。
2. Basic principles. (二)基本原则。
—Adhering to reform guidance. In adherence to the emancipation of the mind and seeking truth from facts, with the advancement of the supply-side structural reform as the theme, the concepts, ideas, systems, and mechanisms impeding economic transformation shall be boldly removed, various innovations and experience in systems and mechanisms from across the country shall be first replicated and promoted, and major reform pilot programs and experiments shall be firstly arranged. --坚持改革引领。坚持解放思想、实事求是,以推进供给侧结构性改革为主线,大胆破除阻碍经济转型的观念理念和体制机制束缚,率先复制、推广全国各类体制机制创新经验,先行布局重大改革试点试验。
—Focusing on industry transformation. With the transformation of energy supply structure as the priority, along the path of the extension, renewal, and diversified development of industries, a safe, green, intensive, and efficient clean energy supply system and a modern industry system shall be established. --聚焦产业转型。以能源供给结构转型为重点,以产业延伸、更新和多元化发展为路径,建设安全、绿色、集约、高效的清洁能源供应体系和现代产业体系。
—Highlighting ecological priority. Ecological protection and environmental governance shall be advanced vigorously, the building of an institutional framework for promoting ecological progress shall be accelerated, and a new landscape of booming production, prosperity, and a good ecology shall take shape. --突出生态优先。大力推进生态保护和环境治理,加快构建生态文明制度体系,形成生产发展、生活富裕、生态良好的新局面。
—Strengthening collaboration and interaction. The primary responsibility of Shanxi province shall be enhanced, the interaction and cooperation with the Beijing-Tianjin-Hebei region shall be intensified, and the guidance and support at the national level shall be heightened, so as to advance the transformation of the resource-based economy in a collaborative manner. --加强协同联动。强化山西省主体责任,加强与京津冀地区互动合作,加大国家层面指导和支持力度,协同推进资源型经济转型。
3. Main objectives. (三)主要目标。
By 2020, the staged achievements will have been made in the supply-side structural reform in key fields, the overall effects of the energy revolution will have continued to be seen, and the systems and mechanisms supporting the transformation of the resource-based economy will have basically been established. The proportion of coal mining and roughing in industrial added value will have dramatically dropped, the proportion of advanced coal production capacity will have progressively increased to two thirds, the level of clean and efficient development and utilization of coal will have been conspicuously raised, the supply production capacity will have been continuously enhanced, and an upgraded version of clean energy supply will have been developed. The proportion of the added value of strategic emerging industries in the gross regional product will have reached the national average, the proportion of research and experimental development expenditures in the gross regional product will have reached the national average, a national new energy bases, coal-based scientific and technological innovation transformation bases, a nationwide important manufacturing base, and a national global tourism demonstration area will have been initially established, the achievements in transformation and development will have benefited urban and rural residents to ensure a transition to a well-off society in all aspects along with the rest of the country. 到2020年,重点领域供给侧结构性改革取得阶段性成果,能源革命总体效果不断显现,支撑资源型经济转型的体制机制基本建立。煤炭开采和粗加工占工业增加值比重显著降低,煤炭先进产能占比逐步提高到2/3,煤炭清洁高效开发利用水平大幅提高、供应能力不断增强,打造清洁能源供应升级版。战略性新兴产业增加值占地区生产总值比重达到全国平均水平,研究与试验发展经费投入占地区生产总值比重争取达到全国平均水平,初步建成国家新型能源基地、煤基科技创新成果转化基地、全国重要的现代制造业基地、国家全域旅游示范区,转型发展成果惠及城乡居民,确保与全国同步进入全面小康社会。
By 2030, an industrial system supported by multiple industries, of diversified complementary advantage, carried by multi-polar markets, and with adequate internal competition will have basically taken shape, a clean, safe, and efficient modern energy system will have been basically established, the tasks for the transformation of the resource-based economy will have been basically accomplished, a group of system experience that can be duplicated and popularized will have been gained, and the comprehensive competitiveness of the economy, people's living standards, and the production capacity for sustainable development will have reached a new level. 到2030年,多点产业支撑、多元优势互补、多极市场承载、内在竞争充分的产业体系基本形成,清洁、安全、高效的现代能源体系基本建成,资源型经济转型任务基本完成,形成一批可复制、可推广的制度性经验,经济综合竞争力、人民生活水平和可持续发展能力再上一个新台阶。
II. Improving the promotion mechanism for the transformation and upgrading of industries and developing bellwethers of the energy revolution   二、健全产业转型升级促进机制,打造能源革命排头兵
4. Promoting the energy supply revolution. The withdrawal of excess production capacity and the development of quality production capacity shall be guided, and reduction replacement and reduction restructuring of coal production capacity shall be advanced. Ultra-low-emission and energy-conservation improvements on coal-fired units shall be fully made, the scale of thermal power shall be appropriately controlled, and intelligent improvements on energy production and utilization facilities shall be made. The energy industry structure shall be optimized, and the focus shall be placed on the arrangements for deep processing of coal, conversion of coal-bed methane, and other high-end projects and new-energy power generation bases. The arrangements for coal storage and distribution bases shall be researched. The comprehensive utilization of coal mine resources such as coal gangue, mine water, and coal mine gas shall be encouraged. In light of the changes in the demand of the electric power market, the feasibility of the planning and construction of new transmission lines shall be researched in due course, and the production capacity for transmitting electricity from Shanxi province shall be improved. Solar film and other mobile energy industries shall be arranged, and mobile energy pacemakers shall be built. In newly-built industrial parks and existing industrial parks with good conditions, multi-energy complementation and integrated optimization demonstration projects shall be implemented actively, and the comprehensive and tiered utilization of energy shall be advanced. With enterprises as main players, demonstration bases for coal mining and clean and efficient use of overseas production capacity shall be built. (四)推动能源供给革命。引导退出过剩产能、发展优质产能,推进煤炭产能减量置换和减量重组。全面实施燃煤机组超低排放与节能改造,适当控制火电规模,实施能源生产和利用设施智能化改造。优化能源产业结构,重点布局煤炭深加工、煤层气转化等高端项目和新能源发电基地。研究布局煤炭储配基地。鼓励煤矸石、矿井水、煤矿瓦斯等煤矿资源综合利用。结合电力市场需求变化,适时研究规划建设新外送通道的可行性,提高晋电外送能力。布局太阳能薄膜等移动能源产业,打造移动能源领跑者。在新建工业园区和具备条件的既有工业园区,积极实施多能互补集成优化示范工程,推进能源综合梯次利用。以企业为主体,建设煤炭开采及清洁高效利用境外产能合作示范基地。
5. Prompting the energy consumption revolution. Shanxi province shall be supported in launching a coal consumption equivalence and reduction substitution action, expanding the scope of the pilot program of the substitution of natural gas, electric energy, and other clean energy and renewable energy, and developing geothermal energy, solar energy, and other renewable energy resources according to local conditions. The funding and subsidizing support for the "coal-to-electric power improvements" and the improvement and upgrading of the rural power grid shall be strengthened, and the electric power consumption capacity in the province shall be improved. The advancement of the clean and efficient utilization of coal shall be accelerated, and clean production technology improvements in key fields such as coking and coal chemical industry shall be promoted. In key substitution fields such as the utilization of coal by rural resident, a batch of electricity substitution projects shall be implemented. The implementation of residential and industrial coal-to-gas projects shall be accelerated. (五)推动能源消费革命。支持山西省开展煤炭消费等量、减量替代行动,扩大天然气、电能等清洁能源和可再生能源替代试点范围,因地制宜发展地热能、太阳能等可再生能源。加强对“煤改电”、农村电网改造升级的资金补贴支持,提高省内电力消纳能力。加快推进煤炭清洁高效利用,推动焦化、煤化工等重点领域实施清洁生产技术改造。在农村居民用煤等重点替代领域,实施一批电能替代工程。加快实施民用、工业“煤改气”工程。
6. Deepening the reform of the energy system. The combination of coal and electricity, coal and transportation, and coal and chemical industry shall be adhered to, and the restructuring or cross shareholding of upstream and downstream enterprises along coal, electric power, transportation, coal chemical industry, and other industry chains shall be encouraged, so as to create a full-industry chain competitive advantage. Qualified coal and electric power enterprises shall be encouraged to focus on forwarding joint ventures between coal mines and power plants by capital injection, equity swaps, mergers and acquisitions, equity transfer, and other means. Shanxi province shall be encouraged to explore the establishment of a comprehensive compensation mechanism for the clean and efficient utilization of energy, and the development of new energy industries and related industries and ecological restoration shall be supported. Shanxi province shall be encouraged to guide social capital in establishing energy transformation and development funds. The pilot program of the comprehensive reform of the electric power system and the pilot program of incremental power distribution business in Lvliang and other regions shall be vigorously advanced. The competitive transfer of mineral rights shall be comprehensively achieved. An exit mechanism and open competitive transfer system for coal-bed methane exploration blocks shall be established. Coal mineral right holders and coal bed methane mineral right holders shall be encouraged to form an equity joint venture or a contractual joint venture, and qualified enterprises shall be supported in cooperating with coal-bed methane mining enterprises in Shanxi province. The approval system for coal-bed methane foreign cooperative development projects shall be changed to a filing system, and the filing administration of surface coal-bed methane development projects within the scope of coal mining rights shall be devolved to Shanxi province. The pricing policy for coal-bed methane power generation shall be implemented to further motivate power enterprises and grid enterprises and accelerate the development and utilization of coal-bed methane resources. (六)深化能源体制改革。坚持煤电结合、煤运结合、煤化结合,鼓励煤炭、电力、运输、煤化工等产业链上下游企业进行重组或交叉持股,打造全产业链竞争优势。鼓励有条件的煤炭和电力企业通过资本注入、股权置换、兼并重组、股权划转等方式,着力推进煤矿和电站联营。鼓励山西省探索建立能源清洁高效利用综合补偿机制,支持新兴能源产业及相关产业发展和生态修复。鼓励山西省引导社会资本建立能源转型发展基金。积极推进电力体制改革综合试点和吕梁等地增量配电业务试点。全面实现矿业权竞争性出让。建立煤层气勘查区块退出机制和公开竞争出让制度。鼓励煤炭矿业权人和煤层气矿业权人合资合作,支持符合条件的企业与山西省煤层气开采企业合作。将煤层气对外合作开发项目审批制改为备案制,将煤炭采矿权范围内的地面煤层气开发项目备案下放至山西省管理。落实煤层气发电价格政策,进一步调动发电企业和电网企业积极性,加快煤层气资源开发利用。
7. Implementing the industry transformation and upgrading action. The "Made in China 2025" shall be implemented in depth, the profound integration of information technology and industrialization shall be accelerated, and the pilot program of the implementation of the management system in the integration shall be advanced. Shanxi province shall be supported in launching a national intelligent manufacturing pilot program and demonstration. The development of a new generation of information technology, rail transit, new-energy vehicles, new materials, aerospace, biomedicine, cultural tourism, and other emerging industries and advanced products shall be brought into focus. The green improvements on traditional industries shall be supported, a green manufacturing system shall be developed, and a group of green products, green factories, green parks, and green industry chains shall be cultivated and developed. Shanxi province shall be supported in applying big data innovations and promoting the development of the big data industry. Yuncheng City shall be supported in building an aluminum-magnesium alloy industry base. The development of aviation surveying and mapping, general aviation, aviation instruments, and other aviation and aerospace industries shall be hastened. The construction of a global tourism demonstration area shall be vigorously forwarded, the integrated development of culture and tourism shall be promoted, a pillar cultural tourism industry shall be developed, and qualified cities and counties shall be supported in building national tourism reform and innovation pioneering zones. A national pilot cultural and ecological protection zone spanning the whole province shall be established. Datong City shall be supported in building a comprehensive health and wellness industry zone. (七)实施产业转型升级行动。深入实施“中国制造2025”,加快信息化与工业化两化深度融合,推进两化融合管理体系贯标试点。支持山西省开展国家智能制造试点示范。重点发展新一代信息技术、轨道交通、新能源汽车、新材料、航空航天、生物医药、文化旅游等新兴产业和先进产品。支持开展传统产业绿色改造,构建绿色制造体系,培育发展一批绿色产品、绿色工厂、绿色园区和绿色产业链。支持山西省开展大数据创新应用,推动大数据产业发展。支持运城市建设铝镁合金产业基地。加快推进航空测绘、通用航空、航空仪表等航空航天产业发展。积极推进全域旅游示范区建设,推动文化旅游融合发展,打造文化旅游支柱产业,支持有条件的市县创建国家级旅游业改革创新先行区。建设省域国家级文化生态保护实验区。支持大同市建设综合康养产业区。
8. Establishing a cultivation and support mechanism for emerging industries. The state shall arrange major productivity, especially strategic emerging industries, in particular favor of Shanxi province. The building of innovation and entrepreneurship capabilities of old industrial cities in Shanxi province shall be supported to speed up the transition from old to new kinetic energy . Shanxi province shall be supported in building an intelligent manufacturing innovation center and aluminum-magnesium alloy, carbon fiber, and other new materials innovation centers. Shanxi province shall be supported in actively being paired with other eastern provinces and cities such as Beijing, Tianjin, and Hebei province, exploring the establishment of a cooperation mechanism, carrying out the mutual dispatch and purpose-specific training of exchange officials, and learning the advanced experience and practices in the eastern region in relation to cultivating and developing emerging industries. (八)建立新兴产业培育扶持机制。国家在重大生产力布局特别是战略性新兴产业布局时给予山西省重点倾斜。支持山西省老工业城市创新创业能力建设,加快新旧动能转换。支持山西省创建智能制造创新中心和铝镁合金、碳纤维等新材料创新中心。支持山西省主动对接京津冀等东部省市,探索建立合作机制,开展互派干部挂职交流和定向培训,学习东部地区培育发展新兴产业的先进经验和做法。
9. Improving the system of policies for the transformation and upgrading of traditional industries. Relying on the advantages of factor resources in Shanxi province, the modern coal chemical industry upgrading demonstration project shall be implemented. The pilot program of the "coal-electricity-aluminum-materials" integrated reform shall be launched, and the transformation and upgrading of the aluminum industry shall be boosted. The extensive integration and innovative development of the military and the civilian in Shanxi province shall be supported. Shanxi province shall be encouraged to explore and innovate the measures for the administration of the local transfer and transformation of national defense scientific and technological achievements and the interest distribution policies and mechanisms. The supply-side structural reform in the agricultural sector shall be advanced, distinctive and fine agriculture shall be developed, a comprehensive and professional scientific and technological center—Shanxi Agricultural Valley shall be built, and the major counties producing miscellaneous grain in Shanxi province shall be encouraged to strive to construct unique agricultural product advantage areas. Organic dry farming shall be improved and promoted, and organic dry farming shall be built into an important brand of modern agriculture. Quality miscellaneous grain trading markets in production places and trading centers for Chinese herbal medicine shall be established. (九)完善传统产业转型升级政策体系。依托山西省要素资源优势,实施现代煤化工升级示范工程。开展“煤-电-铝-材”一体化改革试点,推动铝工业转型升级。积极支持山西省军民深度融合创新发展工作。鼓励山西省探索创新国防科技成果就地转移转化管理办法及利益分配政策机制。推进农业供给侧结构性改革,发展特色、精品农业,打造山西“农谷”综合性、专业性科创中心,鼓励山西杂粮生产大县争创特色农产品优势区。完善和推广有机旱作农业,将有机旱作农业打造成现代农业的重要品牌。建设优质杂粮产地交易市场和中药材交易中心。
