| For purposes of appropriately resolving the irregularity during the process of the issuance and making of the electronic works registration certificates and providing convenience and guarantee for the making and issuance of the electronic works registration certificates under the network conditions, in accordance with the Copyright Law, the Interim Measures for the Voluntary Registration of Works, and other provisions, we hereby notify you of the relevant issues on regulating the electronic works registration certificate as follows: | | 为妥善解决当前电子版作品登记证书出具、制发过程中的不规范问题，为网络条件下制发、出具电子版作品登记证书提供便利和保障，根据我国《著作权法》和《作品自愿登记试行办法》等规定，现就规范电子版作品登记证书的有关事项通知如下： |
| I. The National Copyright Administration and all provincial copyright administrative departments shall be the works registration authorities, and may entrust qualified entities with the handling of the specific works registration issues under the relevant provisions, including making and issuing electronic works registration certificates. | | 一、国家版权局和各省级版权行政管理部门为作品登记机关，可以根据有关规定委托具备条件的单位办理作品登记具体事务，包括制发电子版作品登记证书。 |
II. The electronic works registration certificates issued by all works registration authorities shall have the same legal effect; and the electronic works registration certificate issued by a works registration authority shall have the identical legal effect as the paper registration certificate of a same works.
