To promote the establishment of a closer economic partnership between Hong Kong or Macao and the mainland and encourage Hong Kong service suppliers and Macao service suppliers to establish talent intermediaries in the mainland, in accordance with the Supplement IV to the Mainland and Hong Kong Closer Economic Partnership Arrangement and Supplement IV to the Mainland and Macao Closer Economic Partnership Arrangement as approved by the State Council, the Interim Rules on the Administration of Chinese-Foreign Talent Intermediary Joint Ventures (Order No. 5 of the Ministry of Personnel, Ministry of Commerce and State Administration for Industry and Commerce) shall be supplemented as follows:
