| The maritime industry, as an important basic industry for economic and social development, plays an important role in protecting national maritime rights and interests and economic security, promoting the development of foreign trade, and accelerating industrial restructuring and upgrading, etc. In recent years, China's maritime industry has witnessed rapid development and significant achievements. We must also realize that the current maritime industry is unable to fully meet the needs of economic and social development and there are still problems such as unclear strategic positioning and development objectives, unsmooth institutional mechanisms, irrational structure, imperfect supporting measures, low operation management level, and weak core competitiveness. Accelerating and promoting the sound development of the maritime industry is of great significance in stabilizing growth, promoting reform, adjusting structure, and benefiting people's living. To further effectively conduct relevant work, the following opinions are hereby offered: | | 海运业是经济社会发展重要的基础产业，在维护国家海洋权益和经济安全、推动对外贸易发展、促进产业转型升级等方面具有重要作用。近年来，我国海运业发展迅速，成就显著。同时也要看到，当前海运业发展还不能完全适应经济社会发展的需要，仍然存在战略定位和发展目标不清晰、体制机制不顺、结构不合理、配套措施不完善、运营管理水平不高、核心竞争力较弱等问题。加快推动海运业健康发展，对稳增长、促改革、调结构、惠民生具有重要意义。为进一步做好相关工作，现提出以下意见： |

| (1) Guiding ideology. Under the guidance of the Deng Xiaoping Theory, the important thought of “Three Represents” and the Scientific Outlook on Development, with the thorough implementation of the spirit of the 18th National Congress of the CPC and the Second and Third Plenary Sessions of the 18th CPC Central Committee and diligent implementation of the various decisions and arrangements of the CPC Central Committee and the State Council, we shall insist on reform and innovation throughout the various fields and stages of the development of the maritime industry, and by regarding scientific development as the theme, change of the development mode as the main line, promotion of the sound development of the maritime industry and building of a maritime power as the goals, and fostering of international competitiveness as the core, provide strong support for protecting national economic security and maritime rights and interests and enhancing integrated strength of China. | | （一）指导思想。以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入贯彻党的十八大和十八届二中、三中全会精神，认真落实党中央、国务院的各项决策部署，坚持把改革创新贯穿于海运业发展的各领域各环节，以科学发展为主题，以转变发展方式为主线，以促进海运业健康发展、建设海运强国为目标，以培育国际竞争力为核心，为保障国家经济安全和海洋权益、提升综合国力提供有力支撑。 |

| We shall ensure economic security and protect national interests. Standing on the height of protecting national interests, we shall attach great importance, plan as a whole, implement strategies in a comprehensive manner, organize an effective maritime fleet, serve the overall situation of economic and social development, and protect national economic security. | | 保障经济安全、维护国家利益。站在维护国家利益的高度，高度重视，统筹谋划，综合施策，建立保障有力的海运船队，服务经济社会发展全局，保障国家经济安全。 |
| We shall deepen reform and optimize the structure. We shall deepen the institutional mechanism reform of the maritime industry, improve the corporate governance structure of maritime enterprises, innovate on the development models, optimize the organizational structure, the structure of freight capacity and the transport structure, and promote the sustainable development of the maritime industry. | | 深化改革、优化结构。深化海运业体制机制改革，完善海运企业法人治理结构，创新发展模式，优化组织结构、运力结构和运输结构，促进海运业可持续发展。 |
| Enterprises shall play a primary role under the guidance of government. We shall follow the law of development of the maritime industry, maximize the decisive role of the market in allocating resources, better use government functions, learn from international experience, improve the relevant supporting policies on the development of the maritime industry, and foster and enhance the core competitiveness. | | 企业主体、政府引导。遵循海运业发展规律，充分发挥市场在资源配置中的决定性作用，更好发挥政府作用，借鉴国际经验，完善海运业发展相关配套政策，培育和提升核心竞争力。 |
| We shall implement comprehensive promotion and realize joint development. We shall also maximize the enthusiasm of all sides, join forces, deepen cooperation between the maritime industry and related industries, and create a collaborative, mutually benefiting and win-win development environment. | | 全面推进、协同发展。充分发挥各方面积极性，形成合力，深化海运业与相关产业的合作，营造协同互补、互利共赢的发展环境。 |
| (3) Development goals. In accordance with the requirements of building a well-off society, by 2020, a modern safe, convenient, efficient, and green maritime industry with international competitiveness shall have been basically established, compatible with the needs of the safe operation of national economy and the development needs of foreign trade. | | （三）发展目标。按照全面建成小康社会的要求，到2020年，基本建成安全、便捷、高效、绿色、具有国际竞争力的现代海运体系，适应国民经济安全运行和对外贸易发展需要。 |
--Economic and social development shall be ensured. Global maritime transport services shall continuously be expanded; appropriately advance planning for fleet size and port layout shall be made; the capacity of ensuring the transportation of key supplies shall be significantly improved; and the comparative advantages in the overall transportation system shall be further raised.
