| Improving the quality of products and services in the manufacturing industry is an important measure to deepen the supply-side structural reform and meet the people's ever-growing needs for a better life and an inevitable requirement of promoting China's industries in striding towards the medium and high end of the global value chain. For purposes of thoroughly implementing the Guiding Opinions of the CPC Central Committee and the State Council on Launching the Quality Improvement Action, speeding up the improvement of the quality of products and services in the manufacturing industry, and promoting the high-quality development of the manufacturing industry, the following opinions are hereby offered. | | 提高制造业产品和服务质量水平，是深化供给侧结构性改革，满足人民日益增长的美好生活需要的重要举措，是促进我国产业迈向全球价值链中高端的必然要求。为深入贯彻落实《中共中央 国务院关于开展质量提升行动的指导意见》，加快提升制造业产品和服务质量，推动制造业高质量发展，现提出以下意见。 |

| The guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be adhered to, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, a new development concept shall be firmly developed, the supply-side structural reform shall be adhered to as the main line, with the aim of improvement of quality and efficiency in the manufacturing industry, enterprises' primary responsibility for quality shall be implemented, the impetus for quality improvement shall be enhanced, the quality development environment shall be optimized, and new competitive edge of the manufacturing industry shall be fostered, so as to lay a solid foundation for the implementation of the strong manufacturing country and the quality-strengthened country strategies. | | 坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，牢固树立新发展理念，坚持以供给侧结构性改革为主线，以提高制造业质量和效益为目标，落实企业质量主体责任，增强质量提升动力，优化质量发展环境，培育制造业竞争新优势，为实施制造强国、质量强国战略奠定坚实基础。 |

| Adhering to the combination of quality improvement and satisfaction of needs. With the aim of enhancing the competitiveness of the manufacturing industry and satisfying the people's ever-growing needs for a better life, overall quality management shall be strengthened, the building of a quality culture and brands shall be advanced, and the people's sense of gain shall be enhanced. | | 坚持质量提升与满足需求相结合。以增强制造业竞争力和满足人民群众日益增长的美好生活需要作为出发点和落脚点，加强全面质量管理，推进质量文化和品牌建设，增强人民群众获得感。 |
| Adhere to the combination of enterprises as the mainstay and the creation of an environment. Enterprises shall be promoted in implementing their primary responsibility for quality, strictly holding the quality bottom line, improving quality level, and expanding the supply of fine products and services. The quality development environment shall be optimized, the leadership of standards shall be strengthened, the training of talents shall be accelerated, professional support shall be enhanced, and quality-based pricing shall be promoted, so as to motivate enterprises to improve quality. | | 坚持企业主体与营造环境相结合。推动企业落实质量主体责任，严守质量底线，提高质量水平，扩大优质产品和服务供给。优化质量发展环境，加强标准引领，加快人才培养，强化专业支撑，推动优质优价，激发企业质量提升动力。 |
| Adhering to the combination of technology innovation and management innovation. The capability of technology innovation shall be heightened, innovation factors shall be guided in focusing on key common technologies and medium and high-end products and services, and the safety, reliability, and environmental adaptability of products shall be improved. | Adhering to the combination of comprehensive advancement and implementation of policies by industries. A quality improvement cooperation mechanism covering the whole industry chain and product life cycle shall be improved. Outstanding problems in quality in industries shall be brought into focus, policies shall be precisely implemented, the quality of raw material supply shall be enhanced, the competitiveness of the quality of equipment manufacturing shall be heightened, the quality improvement and upgrading of consumer products shall be accelerated, and the information technology industry shall be promoted in striding towards the medium and high end. | | 坚持全面推进与分业施策相结合。完善覆盖全产业链、产品全生命周期的质量提升协作机制。聚焦行业质量突出问题，精准施策，提升原材料供给质量，增强装备制造质量竞争力，加快消费品提质升级，推动信息技术产业迈向中高端。 |
| 3. Principal objectives | | （三）主要目标 |
| By 2022, the overall quality level of the manufacturing industry will have been improved significantly, quality's capability of basic support will have been improved manifestly, the quality development environment will have continued to be optimized, and the industry quality work system will have become more efficient. A number of coordinated and ancillary groups of standards including national standards, industry standards, and group standards to guide quality improvement in industries will have been established, the establishment of working mechanisms for quality grading in not less than ten industries or fields will have been promoted, the quality traceability mechanism of key products throughout the life cycle will have been improved, and the competitiveness of the quality and brands of enterprises shall be heightened. | | 到2022年，制造业质量总体水平显著提升，质量基础支撑能力明显提高，质量发展环境持续优化，行业质量工作体系更加高效。建设一批国家标准、行业标准与团体标准协调配套的标准群引领行业质量提升，推动不少于10个行业或领域建立质量分级工作机制，完善重点产品全生命周期的质量追溯机制，提高企业质量和品牌的竞争力。 |
| II. Implementing enterprises' primary responsibility for quality | | 二、落实企业质量主体责任 |
| 4. Improving the quality responsibility system. The legal representatives or principal persons in charge of enterprises shall be the primary person responsible for quality. Enterprises shall establish a responsibility system for key quality safety control positions and strictly implement the standards of quality for enterprise positions and quality assessment system. Enterprises shall strictly implement mandatory standards, proactively state the quality of products and services, and accept social supervision. Enterprises shall implement the major quality accident reporting and emergency response system and enhance their capability to prevent and control quality safety risks. Enterprises shall perform their statutory obligations such as recall of defective products, strictly implement the provisions on responsibility for repair, replacement, and return of products, assume liability for quality damages according to the law, and establish and improve a quality traceability mechanism of products throughout the whole life cycle. | | （四）健全质量责任体系。企业法定代表人或主要负责人是质量第一责任人。企业要建立质量安全控制关键岗位责任制，严格实施企业岗位质量规范和质量考核制度。严格执行强制性标准，主动对产品和服务质量进行声明，接受社会监督。执行重大质量事故报告及应急处理制度，增强质量安全风险防控能力。履行缺陷产品召回等法定义务，严格落实产品修理、更换、退货责任规定，依法承担质量损害赔偿责任，建立健全产品全生命周期质量追溯机制。 |
| 5. Strengthening overall quality management. The object of enterprises' quality policies shall be specified, a quality management system covering all employees and the whole process shall be established, and the effectiveness of the operation of the quality management system shall be continually improved, so as to ensure sustained and stable supply of products and services that meet the laws and regulations and the needs of customers, optimize customer experience, and improve customer satisfaction. The quality management of the supply chain shall be strengthened, and a second-party quality review system shall be established and improved, to guide and supervise the quality, technology, process, equipment, and personnel of important suppliers. The performance excellence model, Six Sigma management, lean production, and other methods shall be vigorously applied, and quality risk analysis and control, quality cost management, quality management system upgrading, and other campaigns shall be launched, so as to comprehensively improve the quality management capabilities of enterprises. | | （五）加强全面质量管理。明确企业质量方针目标，建立覆盖全员、全过程的质量管理体系，持续提高质量管理体系运行的有效性，确保持续稳定地提供满足法律法规和顾客需求的产品和服务，优化顾客体验，提高顾客满意度。加强供应链质量管理，建立完善第二方质量审核制度，对重要供应商的质量、技术、工艺、设备和人员等进行指导和监督。积极应用卓越绩效模式、六西格玛管理、精益生产等方法，开展质量风险分析与控制、质量成本管理、质量管理体系升级等活动，全面提高企业质量管理能力。 |
6. Advancing the construction of a quality culture. An honest operation concept prioritizing quality, valuing reputation, shall be developed, all employees' awareness of quality shall be enhanced, and the workplace skills of employees shall be improved, so as to underpin quality honesty throughout the whole process of production and operation. Outstanding entrepreneurship and spirit of craftsmanship shall be vigorously promoted, the building of corporate social responsibility shall be strengthened, and a quality culture advocating the pursuit of excellence shall be cultivated. The establishment of the office of chief quality officer shall be encouraged, public quality campaigns such as quality management groups, team management, quality research, and rationalization proposals shall be vigorously organized, and internal promotion and external exchange of excellent quality achievements shall be strengthened, so as to continually improve quality management.
