Your request for instructions on policies encouraging the accelerated development of the service outsourcing industry has been received. With the approval of the State Council, the following reply is hereby given to you: | |

| I. The State Council agrees to improve the policies and measures for supporting the development of the service outsourcing industry in China's service outsourcing exemplary cities (hereinafter referred to as the “exemplary cities”). | | 一、国务院同意完善支持中国服务外包示范城市（以下简称示范城市）发展服务外包产业的政策措施。 |

| 1. Improving the preferential income tax policies for advanced technology service enterprises. We shall relax the accreditation requirements by reducing the ratio of advanced technology service income to gross income of an enterprise from 70% to 50%; remove the requirement of international qualification certification of an enterprise; and simplify the approval procedures for applications. Accreditation shall be organized by the department of science and technology jointly with relevant departments of the people's government of an exemplary city to speed up the accreditation of advanced technology service enterprises. | | （一）完善技术先进型服务企业所得税优惠政策。放宽认定条件，将技术先进型服务业务收入占本企业总收入70%的比例降低到50%；取消企业需获得国际资质认证的要求；简化申报核准程序，认定工作由示范城市人民政府科技部门会同相关部门组织实施，加快技术先进型服务企业认定工作。 |

| 2. Extending the business tax exemption policy to all offshore service outsourcing businesses in exemplary cities. | | （二）将营业税免税政策扩大到示范城市所有离岸服务外包业务。 |

| 3. A pilot program on putting no restrictions on the ratio of foreign stake shall be implemented in exemplary cities for service outsourcing enterprises which operate the call center business entirely orientated to the overseas market (i.e. both the client and the ultimate service receivers are located overseas). We shall innovate in the customs supervision models, and promote the bonded area supervision of service outsourcing. | | （三）对于全部面向国外市场的服务外包企业经营呼叫中心业务（即最终服务对象和委托客户均在境外），在示范城市实施不设外资股权比例限制的试点。创新服务外包海关监管模式，推广实施服务外包保税监管。 |

| 4. From 2010 to 2012, the state treasury shall arrange 5,000,000 yuan each year for each exemplary city for the construction of service outsourcing public platforms. | | （四）2010年到2012年，中央财政每年安排示范城市各500万元资金用于服务外包公共平台建设。 |

II. Increasing the support from public finance. The state treasury shall arrange 5,000,000 yuan in 2010 for promoting overseas investment through service outsourcing, and support service outsourcing enterprises in competing in the international market through the international market support funds for small- and medium-sized enterprises. We shall expand the scope of support of the service outsourcing talent training funds to promote the employment of college graduates. We shall relax the requirements for service outsourcing enterprises and training institutions to apply for the service outsourcing talent training funds by lowering the turnover of service outsourcing business from 1.5 million U.S. dollars to 500,000 U.S. dollars and lowering the ratio of turnover of offshore business to turnover of service outsourcing business from 70% to 50%. We shall encourage service outsourcing enterprises to acquire international qualification certification, and expand the scope of support of the international qualification certification funds. We shall improve the approval procedures for applications for the aforesaid funds, and allocate funds twice a year rather than once a year as before, so that enterprises could receive fund support more quickly.
．．．．．． | | 二、加大财政资金支持力度。2010年中央财政安排500万元资金用于服务外包境外投资促进活动，并通过中小企业国际市场开拓资金等支持服务外包企业开拓国际市场。扩大服务外包人才培训资金支持范围，促进大学生就业。放宽服务外包企业及培训机构申请服务外包人才培训资金的条件，将服务外包业务额由150万美元下调至50万美元，离岸业务额占服务外包业务额比例由70%下调至50%。鼓励服务外包企业取得国际资质认证，扩大国际资质认证资金支持范围。改进上述资金申报核准程序，由原来每年1次改为每年2次拨付，使企业加快获得资金支持。
