| For the purposes of profoundly implementing the principles in important instructions made by General Secretary Xi Jinping on coordinating efforts to advance epidemic prevention and control as well as economic and social development, fulfilling the decisions and arrangements of the CPC Central Committee and the State Council, maximizing the role of technological innovation and empowerment in fighting against the epidemic while stabilizing employment, finance, foreign trade, foreign investment, domestic investment and expectations, further accelerating the industrial digitalization, fostering the development of new economy, boosting the construction of a modern industry system, and supporting high-quality economic development, the National Development and Reform Commission and the Office of the Central Cyberspace Affairs Commission have studied and developed the Implementation Plan for Promoting the Actions of “Migrating to Cloud, Using Digital Tools and Enabling Intelligence” and Fostering the Development of New Economy, which is hereby issued to you for your careful organization of its implementation. Any problem encountered and any good practice adopted during the implementation shall be reported to the National Development and Reform Commission (“NDRC”) and the Office of the Central Cyberspace Affairs Commission (“OCCAC”) in a timely manner. | Establishing digital enterprises. | R&D and application of generic technologies and key technologies for digital transformation shall be accelerated. Innovative application and integration of next-generation digital technologies such as big data, artificial intelligence, cloud computing, digital twin, 5G, Internet of Things, and block-chain shall be supported in industries and enterprises that meet certain conditions. The support for generic development platforms, open source communities, generic solutions, and basic software and hardware shall be strengthened, and the development of relevant open source codes, standards and platforms shall be encouraged. | | 加快数字化转型共性技术、关键技术研发应用。支持在具备条件的行业领域和企业范围探索大数据、人工智能、云计算、数字孪生、5G、物联网和区块链等新一代数字技术应用和集成创新。加大对共性开发平台、开源社区、共性解决方案、基础软硬件支持力度，鼓励相关代码、标准、平台开源发展。 |

| Enterprise technology centers, industrial innovation centers and innovation service complexes shall be fostered. The improvement of digital infrastructure shall be expedited, the opening of enterprise-level digital infrastructure shall be advanced, the application of industrial data mid-end shall be promoted, and mid-end business resources shall be shared with micro, small and medium-sized enterprises. Enterprises shall be encouraged to open their core resources. Platforms shall be supported in providing basic services free of charge, and charging rents for the use of value-added services to make up for investment in basic services. Enterprises with core technologies shall be encouraged to open software source codes, hardware design and application services. Platform-based enterprises and industry-leading enterprises shall be directed to integrate open sources; and these enterprises in one region, industry, or industrial park shall be taken as a whole and be encouraged to co-build digital technology and solution communities and establish an industrial Internet platform to enable micro, small and medium-sized enterprises to carry out digital transformation. | | 培育企业技术中心、产业创新中心和创新服务综合体。加快完善数字基础设施，推进企业级数字基础设施开放，促进产业数据中台应用，向中小微企业分享中台业务资源。推进企业核心资源开放。支持平台免费提供基础业务服务，从增值服务中按使用效果适当收取租金以补偿基础业务投入。鼓励拥有核心技术的企业开放软件源代码、硬件设计和应用服务。引导平台企业、行业龙头企业整合开放资源，鼓励以区域、行业、园区为整体，共建数字化技术及解决方案社区，构建产业互联网平台，为中小微企业数字化转型赋能。 |

Digital transformation services shall be deepened, and the separation of and cooperation between light and heavy assets based on cloud services shall be promoted. Platform-based enterprises shall be encouraged to enable digital transformation in core services such as R&D design, operation management, production and processing, logistics and after-sales services. Based on their own strengths, Internet platform enterprises shall be supported in providing intelligent end-user data analysis services to micro, small and medium-sized enterprises. Digital transformation of micro, small and medium-sized enterprises shall be advanced. Platform-based enterprises shall be encouraged to create new “simple applications” and “micro-services”, which are affordable, accessible and fast-to-deploy for micro, small and medium-sized enterprises. A number of “gazelle” enterprises and “invisible champion” enterprises in specific fields shall be cultivated in an efficient manner. Application scenarios in key industries shall be created; networked manufacturing, customized solutions, and service-oriented production and development shall be accelerated; and digital countryside, digital farm, smart home appliances, smart logistics and other applications shall be advanced so as to develop an upgraded “Internet +” model.
