| For the purposes of implementing the requirements of the Notice of the General Office of the State Council on Forwarding the Plan of the State-owned Assets Supervision and Administration Commission of the State Council for Promoting the Transformation of Functions with the Focus Put on Capital Management (No. 38 [2017], General Office of the State Council ), the relevant matters concerning the administration of state-owned equities of unlisted joint stock limited companies are specified as follows: | | 为贯彻落实《国务院办公厅关于转发国务院国资委以管资本为主推进职能转变方案的通知》（国办发[2017]38号）精神，现就非上市股份有限公司的国有股权管理有关事项明确如下： |
I. The state-owned and state-controlled enterprises and actually state-controlled enterprises shall transfer the equities of unlisted joint stock limited companies held by them or increase capital to the unlisted joint stock limited companies controlled by them according to the provisions of the Measures for the Supervision and Administration of the Transactions of State-Owned Assets of Enterprises (Order No. 32 of the State-owned Assets Supervision and Administration Commission of the State Council and the Ministry of Finance).
